Study On Setting Up A Clean Government Accumulation Fund System In Chinese Public Apartment

In the twenty-first century， every government in the world is facing the combatingcorruption issues. The Chinese government， which is undergoing the transitional period， isalso suffering from the severe combating corruption situation. Nowadays， corruption issuesappear with new features. All the issues， such as higher-degree offices’ corruptions，corruptions with large amount of money and group corruption， are causing damages to thebuilding of harmonious society. In this background， in order to control corruption， aHonest-and-Clean Accumulation Funds System is highly recommended in some localmunicipal government， such as Nanjing， Beijing， Hangzhou， Shenzhen and so on. Thissystem has been proved successfully in Singapore， Hong Kong and other countries， andbrought out positive meanings. But this system comes up with challenges and questions inChina. So is it scientific that some governments have already taken the accumulation fundssystem? Are the fund resources lawful? Could it turn to be increasing salaries for governmentofficers? Can it work actively in combating corruption in China? This thesis will try to give areasonable analysis to the theory basics and practical meanings of the clean governmentaccumulation fund system， and offer some suggestions to setting up a clean governmentaccumulation fund system which can meet Chinese situation.
