In our country's civil service troop,the basic level civil servant is the main composition group.Grassroots civil servants bear the task of converting national policy to specific public service products.Grassroots civil servants face the masses directly.They are not only the specific implementation of the policy of the government but also the spokesman for the image of the government.However,with the changing situation at home and abroad and the development of the socialist market economy,many problems emerged in the daily work of the grass-roots civil servants.These questions include the low efficiency,the lacking enthusiasm on work,the low level of the masses'satisfaction and so on.Many reasons lead to this phenomenon.In addition to the grass-roots civil servants' own factors,the factor that the motivation for grassroots civil servants is insufficient is also important.On the basis of the field survey,this paper aims to use the basic theory and basic methods to study the motivation of this special group of grass-roots civil servants.Through the research,we can find the problems in the operation of the incentive mechanism.We can also put forward the countermeasures of improving the incentive mechanism by analyzing the reasons of those problems.At first,the paper defines the main concepts in order to make clear the research object.The concepts include the civil servants,grass-roots civil servants,motivation,incentive mechanism and the grass-roots civil servants incentive mechanism.According to the inquiry of the connotation and extension of the concepts,we can analysis of the general behavior pattern of the civil servants and then explore the characteristics of their needs.On this basis,we designed questionnaire to operate on-the-spot investigation of the current operation situation of incentive mechanism for grassroots and put forward four problems of incentive mechanism in the operation of the material.These problems conclude the lack of material motivation mainly manifested as low income levels of junior civil servants,the ambiguous designing of the work,the incentive system of formal system,the poor operating results because of insufficient focus on actual effect and the fact that the leaders' understanding of motivation is biased and the intervention to is process is too heavy.Starting from analyzing the reasons of the problems,we put forward several countermeasures.These measures conclude the establishment of a suitable incentive idea,the development of the all kinds of current incentive system and the attention to the role of leadership as well as the strengthen supervision of the leader.
