Research On Roles Of The Government In Accelerating Development Of Guangdong’s Central Town Of Wanqingsha Town Of Nansha District

Wanqingsha Town has made rapid development in economic and social development and other undertakings, since being approved to be Guangzhou the16th Central town in the year of2005. At the same time, however, there also exposed to be some problems. Under the background of concerning of the central town construction, issues become subjects to be solved urgently, which includes the research on the government functions in the process of the provincial central-town construction, and discussions about how to play the effective role of government at all levels to strengthen the central town economic basis, to improve the urban functions, and to strengthen the absorption capacity to non-agricultural industries and population and the radiating and driving ability to the surrounding rural areas. At the same time, this research has great theoretical and practical significance to promote the development of rural areas, to speed up the urbanization process in Guangzhou and to promote the overall development in urban and rural areas.On the basis of field investigation into Wanqingsha Town, the paper, combined with the related literature material, is mainly divided into five aspects.The first part is introduction. At this part, the basic issues as the background and significance of this topic, related research status, thoughts, methods and research path to carry out this subject are briefly introduced.The second part is the interpretation of basic theories. First of all, central-town is brought to the concept and combined with professional town and key town. Then the theoretical analysis of central town construction is carried on from the views of the non-balanced development strategy theory, urban and rural integration theory, the service-oriented government theory and government performance theory, which serve as the thesis guiding theory.The third part is the situation and problem analysis of government functions on provincial central town construction of Wanqingsha town. The Central-town construction goal of Wanqingsha is briefly introduced. The government function status of Wanqingsha Central-town construction since being identified as the provincial level central-town is analyzed and summarized. According to the field investigation data, the existing problems are summarized and the reasons of that briefly analyzed.The fourth part is experiences and enlightenment on the government function of small town development at home and abroad. Functions of the U.S. government in the town construction and the role of Japanese government in the villages and small town construction are analyzed. Combined with domestic Taizhou central-town construction practice, enlightenments on exerting government function of Wanqingsha central-town construction are summarized.The fifth part is countermeasures to speed up Wanqingsha provincial central town construction. In this part, the proposals on effectively playing the role of government in five aspects are put forward to speed up the provincial central-town of Wanqingsha. The proposals go as follow:to reform the financial system and establish a diversified investment and financing mechanism; to strengthen infrastructure construction and improve the living environment; to improve the operating mechanism and improve the efficiency of management; to deepen "streamline administration of strong town" governance reform; to balanced develop balance and make the industrial cluster with characteristics in the government planning process.
