Research On Government Function Performing In Characteristic Town Construction

Characteristic town is a new measure and mode after China's economic and social development enters a new era and the new urbanization construction continues to advance.It is also an important path choice for China's current urbanization construction innovation development and regional economic transformation.Characteristic town was first proposed in Zhejiang Province,and then it was paid attention to and promoted nationwide.After several years of practice in the construction of characteristic town,it has gradually become an important support point to promote the strategy of rural revitalization,the construction of new urbanization and the realization of urban-rural integration.In 2016,the Ministry of housing and urban rural development,the Ministry of Finance and other departments jointly issued the implementation plan for the establishment of characteristic towns to provide macro guidance for the construction of domestic characteristic towns.By 2020,it is planned to build 1000 small towns with outstanding characteristics nationwide.Subsequently,all provinces and cities responded positively and planned the construction of characteristic towns.The establishment of characteristic towns flourished in China.In 2016,Shandong Province formulated and issued the implementation plan for the establishment of characteristic towns,clarified the standards,indicators and application procedures for the construction of towns,and put forward five requirements for scientific planning and layout,improvement of functional configuration,and exertion of government service functions.Based on the research content of government function performance in the construction of Characteristic Towns and the case study of manzhuang characteristic town in Tai'an City,this paper studies and summarizes the existing problems and deficiencies of government function performance in the construction of characteristic towns from the perspective of theoretical analysis and empirical quantification,analyzes the factors affecting the performance of government function in the development of characteristic towns,and puts forward the following suggestions: In the process of construction,the government should optimize the function orientation,deepen the construction of service-oriented government,scientifically formulate the planning system,pay attention to the cultivation of leading industries,strengthen the supervision of policy-making,optimize the construction of business environment,improve the mechanism of diversified main body participation and market-oriented operation,strengthen the intensive utilization of land,pay attention to the guarantee of infrastructure and other countermeasures and suggestions,aiming at solving the problems in the construction of characteristic towns All kinds of problems caused by thediscomfort of government functions,in order to promote the sustainable development of the town.This paper adopts the methods of literature research and field investigation,collects the investigation data through the way of visiting and investigation,studies the performance of the government function in the construction of the characteristic town of Manzhuang from the perspective of public management,analyzes the existing problems in the performance of the government function in the construction of the town at present,and introduces the service-oriented government theory,public governance theory and other contents to In the construction of characteristic towns,through consulting relevant professional materials and documents,and finding out the existing problems in the construction of characteristic towns according to their own professional knowledge,and combining with the successful experience of small town construction at home and abroad,it is proposed that the development of characteristic towns should adhere to the guidance of the government,optimize the functions of the government,make scientific plans,cultivate and strengthen the business environment based on the leading industries Construction and other countermeasures and suggestions.
