This article is based on the theory of human resources management.It uses the method of questionnaire survey to understand the present status for the job satisfaction and pay satisfaction, the two important indicators, of the non-leadership position officials of quality and technical supervision system in S city.The main purpose of this article is to find the different effect of different personal background on job satisfaction and pay satisfaction,and then to deduce the quantitative relationship between job satisfaction and pay satisfaction.This study suggests that the job satisfaction and pay satisfaction of the non-leadership position officials in S city’s quality and technical supervision system are both in the basic level. The job satisfaction has three dimensions:intrinsic satisfaction, extrinsic satisfaction and general satisfaction while the pay satisfaction has only one dimension.Gender, education level mainly influence extrinsic satisfaction and pay satisfaction.Marital status mainly influences intrinsic satisfaction and general satisfaction.Service office years mainly influences general satisfaction and pay satisfaction.Meanwhile, Job satisfaction and pay satisfaction are positively relation. Regression analysis is the linear equation.According to the different effect of personal background on job satisfaction and pay satisfaction, This article puts forward some improvement strategies of pay system by using the concept of "Total Reward" in order to improve the pay satisfaction and then the job satisfaction of the non-leadership position officials of quality and technical supervision system in S city.
