In recent years, with the reform and opening up policy and the quickening of theprocess of modernization, the new generation of rural migrant workers has become a hugesocial group. They are playing an important role in city construction and socialdevelopment and have made great contributions. However, in the urban rapid development,the new generation of migrant workers’ spiritual and cultural life situation is not optimistic.It presents the characteristics of the hinterlands, island and vulgar. The lack of the overallsituation needs improving urgently.The first chapter introduces the related concepts and new features of the newgeneration migrant workers. The second chapter summarizes the great significance ofimproving the new generation of peasant workers’ spiritual and cultural life.It is theobjective need of the coordination of urban and rural development and constructingharmonious society. It is the necessary condition for socialist economic rapid and firmdevelopment. It is the important embodiment of the socialist core value system leading thesociety. It is necessary for the new generation migrant workers’ existence anddevelopment.It is the important means of reducing new generation migrant workers’crime.The third chapter use a large number of data to introduce new generation migrantworkers’ present cultural life situation: First, the content is vulgar and drab; the form issingle; Second, Working time is too long, spiritual and cultural life time is limited; Third, alack of spiritual culture activity places and poor culture resources; Fourth, the consumptionlevel of spiritual and cultural life is low; Fifth, Cultural exchange range is relatively close.The fourth chapter deeply analyzes reasons for the lack of the cultural life in the newgeneration rural migrant workers. First, economic factors, Migrant workers’ income is lowand cost of living is high, at the same time that the enterprise embezzles part of wages ofmigrant workers still exists. Second, the institutional factors, the division of the dualurban-rural household registration system; relatively lagged development of social securitysystem. Third, social factors, the attention of the government and related departments arenot enough; city residents’ difference and rejection; the social mainstream media’sattention is lag. Fourth, subjective factors: their lower cultural quality and one-sidedmaterial pursuit.Chapter5puts forward the methods of improving new generation peasant workers’cultural life from three aspects: The first level is a continuous system reform andinnovation, including further implementation of the household registration system reform, perfect social security system of migrant workers, to establish and perfect the wagepayment security system; establishing a consolidated urban and rural labor system. Thesecond level is to improve rural migrant workers’ the spiritual and cultural lifeenvironment. Giving full play to the government’s leading role to protect the culture rightsof migrant workers; Creating enterprise culture and creating a cultural atmosphere formigrant workers; Improving community service form and conducting various forms ofcultural activities; Playing the trade union advantages to meet the new generation ofpeasant workers’ spiritual and cultural needs; Using of public cultural resources to improvethe public cultural facilities; Playing the social mainstream media publicity advantage tostrengthen the guidance and supervision of public opinion; To crack down on illegalcultural business activities to clean peasant workers’ cultural environment. The third levelis playing the new generation of peasant workers’ subjectivity and initiative to improvetheir comprehensive quality,including improving the cultural quality, skills quality andmoral quality.
