Pension Mode Of China’s Urban Communities

With the aging of population growth and social changes of population structure, China’s aging population is growing increasingly intensify the pressure of old-age security pension for the elderly has become our country can not be ignored. Implementation of family planning policy making increasingly small family structure, weakening of traditional family support function, lack of social pension, the existing pension model has can not meet the pension needs of our country. In this context, a new kind of community care model is beginning to receive attention. Not only the development of social and economic construction, reform of the economic system makes the unit to make the transition to the community people, government, business to adapt to the economic development of social services continue to transfer to the community, the Government attaches importance to and increase investment in community building efforts, making the community able to rapid economic development, community development so that it has gradually become the basis and carrier of a variety of services. Community integration of family resources, community and social resources to meet the pension needs of the elderly through community service, to make up for the deficiencies of the traditional family to the Social Security. The establishment of community care model, can reduce the pension burden of the state is in line with our "old before getting rich" national conditions of urban elderly pension mode.Community endowment realized the old people in the community of the endowment demand and pension and social endowment family, combining the old community endowment with the service.Article through the study of literature, on the basis of the results of domestic and foreign scholars, the theoretical basis of the Community Aged Care elaborated exploration of the three developed countries in the United Kingdom, Japan, the United States and China’s Hong Kong, Guangzhou who’s community care model with typical cases of the practice, analyzes the necessity and feasibility of the implementation of community care in China, and history on the course of development of the community care model in China, and then build the framework of the community care model and framework content refinement. Finally, the feasibility of proposals for reform and improvement of community care services, thereby improving community services. Through the establishment of the community care model to improve China’s social security system, to fully play its positive role in old-age security. The article aims to improve our pension system and to better develop the cause of the Aged in China by the pension model of building urban communities.
