Study On The Community Services For The Aged In The Main Urban Area Of Chongqing From A Medical-nursing Combined Perspective

The aging of the population poses a huge challenge to China,and the situation of aging population in Chongqing is more prominent.According to the data from 2017,the population aged over 65 in Chongqing accounts for 12.17% of the total population,and the degree of aging ranked fifth in the country.Statistics from the National Health and Family Planning Commission show that chronic diseases are one of the leading causes of death for the elderly.Therefore,the senior citizens' main concern is how to provide healthy old-age care !After the State Council promulgated the "Several Opinions on Accelerating the Development of the Elderly Care Service Industry" in 2013,pilot programs for "combination of health care and support" have begun across the country.In China,due to the influence of traditional culture,older people are generally willing to choose home-based care.It can be said that the “medical support”service based on the community is more in line with the willingness for old-age services of the elderly in China.Based on the concept of "combination of medical and health care",this article focuses on the aged care service provided on a communal basis in Chongqing.And through documentary research,questionnaires,and visits,we conducted surveys and studies to 200 elderly people,21 households and 8 community staff in 4 communities in Chongqing's urban pilot and non-pilot medical care districts.Through theinvestigation of the health status,self-care ability,and family resources of the surveyed(elderly)people,we learned about the needs of the elderly and the current status of the community to provide medical care services.We also found that the gaps and conflicts between community-based medical care services and the need of the elderly for medical care and nursing are: First,pilot community medical care services are based on a simple conception of combining medical care and nursing together,while medical services in non-pilot communities are not outstanding,and related services in both pilot and non-pilot communities have not been fully complemented yet;Second,the community medical care system is not perfect: communities' ability to pay for medical expenses is limited,the medical and health care professionals are scarce,and the correct concept of medical care and support requires in-depth propaganda.Therefore,the development of community-based medical care and support services needs to be coordinated from the community level,along with the help of the community hospital,the elderly and family.The community needs to improve from the perfection of the medical care system,the investment of medical services,and the supervision of the community medical services.The community hospitals need to train the medical support team,establish health records for the elderly,sign family doctors,classify diagnosis and treatment,hospice care,etc.The elderly and family needs to start with the correct understanding of the concept of medical care,the promotion of elderly caregiving knowledge,and the enhancement of family relationships.This will enrich the theoretical basis for the development of medical care and support services,improve the development of community medical care services,and establish a complete and effective service system for community medical care and support.The role of theelderly in the care of the elderly will be changed from passive receivers to active choosers,which will effectively improve the quality of their life.
