Dalian earlier entered the aging society in the country,so the population is titled towards older people.Now,it has become the focus of people's lives in the city.By the end of 2017,the city had 1,486,600 elderly people are over 60 years old,accounting for 24.99%of the registered population which was 7.7 percentage points higher than the national average.The community service considers both of the advantages of home and institutional pension,and it has gradually become the main pension model for the elderly.Dalian government attached great importance to the development of community service and issued a series of implementation opinions and supporting policies.In the continuous exploration,Dalian has accumulated some experiences,such as the "Lin Hai Model" of community pension.But compared with developed countries and cities,Dalian is relatively lagging,so it is necessary to study the development strategy of community pension service.Based on the theoretical basis of welfare pluralism theory and demand hierarchy theory,this paper analyzes the current situation and sorts out the problems of community-based pension service in Dalian by taking the literature research induction,field investigation,interview and other methods.At the same time,it analyzes the development experience of community pension in foreign and domestic developed urban communities,especially focusing on introducing "Lin Hai Model" formed by the community-based pension practice in Zhongshan District of Dalian.For the experiences,we sum up some references for the community pension of Dalian.Through the research,it is found that there are still many problems in the continuous exploration and development of community pension services in Dalian.The main contents are:Firstly,the content of community-based pension care is relatively simple,and there is a gap among the diversified and personalized needs of the elderly,so elderly cannot be satisfied;Secondly,the awareness of community-based pension care is not high enough.The factor for growing old before getting rich affects the effective purchasing power of the elderly and restricts the development of community pensions to a certain extent;Thirdly,the main force of community-based pension care development is still the government.The resources don't have effective integration,and the social participation needs to be improved;Forthly,the quality of community-based pension care service teams vary greatly,and the size of volunteer teams is small and fluid;Fifthly,the deficient supervision of community-based pension care and the incomplete evaluation system restrict the quality of community-based pension care.In view of the existing problems,this paper proposes solutions to the problems of the developed areas in China and the "Lin Hai Model" in Zhongshan District,including:The first is strengthening the publicity and guidance of the community-based pension care model,changing the traditional old-age concept of the elderly and improving the effective purchasing power of the aged care service;the second is increasing the supply of community home care services,improving the community-based pension care infrastructure,promoting the "Lin Hai Model",and enriching the content of community-based pension care;thirdly,playing the leading role of the government,improving policies and regulations,improving the supervision and evaluation system,guiding and supporting social forces to actively participate in community-based pension care;the fourth is to cultivate professional and stable community-based pension care teams,strengthen the management of old-age care workers and volunteer teams;Fifth,strengthening the innovation for community-based pension and promoting the integration of medical care and information construction.
