The Research Of Urban Community Aged Care Services

Currently, China has entered a stage of rapid development of population aging,has formed a "more old and less young" pattern, the elderly pension issues that can not beignored. On November24,2011, the State Council issued the "social pension servicesystem construction plan (2011-2015)", this plan emphasizes the social care servicesystem of "community-based" status, and points out that community care services is animportant support for home care services, affirmed importance of the community careservice system for meeting the demand of the growing of pension services. This articlefrom the current situation of Shanghai community care services, the existing system ofcommunity services for the aged were analyzed and found community activities for theelderly health services for the elderly are more abundant, and for semi-self or can notprovide for oneself of disability services project is not enough, that is, for the disabledelderly aged care services can not meet the needs.As the change of family structure andmarket economy, weakening the traditional family care functions and the insufficient ofprofessional institutional pension services, therefore, community aged care servicesgradually become the focus of social attention.In this background, this paper studies the community aged care services, bypositioning the elderly care services in the community service system, analyzing itsfunctions, visiting the survey empirical analysis for detection of problems, puts forwardcounter measures and suggestions and tries to build effective and reasonable communityaged care service system to meet current elderly in the most urgent needs.This paper focuses on the following aspects: First, analyze the current situationservices of the elderly in urban communities, Shanghai for example, through analyzing thepresent situation of the community aged care service, as well as the summary of theexperience of aged care services abroad, reference for perfecting the urban communityaged care services; secondly based on the Analytic Hierarchy Process to analyze thecommunity aged care service demand; finally, study the mechanism of community agedcare services, in order to achieve the demand for aged care services the effective supply,and propose the countermeasures to further perfect the community aged care services. In this paper, based on the results of this survey, around the problems existing inthe elderly community care and community service for the old problems, learn the agedcare services experience fromt home and abroad, put forward correspondingcountermeasures and suggestions of urban community aged care service system, including:establishing the mechanism of integration between formal and informal care, improvingthe quality of the aged care services, promote self-care of the elderly and the protectionability, and speeding up the construction of geriatric nursing home; under the guidance ofthe basic principles and general thought of urban community aged care service systemconstruction, clearing the responsibility of individual, family, society and the government;development of community aged care need to introduce market mechanisms, improvehome care, and aged care services of academic exchanges; clearing organizational structureand operation mode of this system, and develop the referral system, assessment system andlong-term care insurance system.
