Themain part which discharges the functions and powers of landresources law-enforcemen on behalf of the state party is the landadministrative departments of people’s government above the county level. The duty is characteristic of universality andcomprehensiveness. In addition to supervise the land-usingbehaviors of the land users, the land administrative departmentsare also in charge of monitoring the land managementdepartments’ behaviors.There are many problems in the current land law-enforcementmechanism, from organization structuring to system setting. Forexample, those problems such as the non-independent structuringof land administrative departments, indistinct duties, andincomplete powers, result in the ineffectiveness of landlaw-enforcement. In the future reformation of landlaw-enforcement system, we should do more work in more aspectsexcept paying attention to the perfection of system itself, sothat we can basically solve the multiple land illegal behaviorsand slack-supervision problems in our country.In allusion to these problems that exist in the landlaw-enforcement mechanism, and according to the characters androots of land illegal phenomenon, we should consummate the landlaw-enforcement mechanism during several aspects in future.The land law-enforcement mechanism is an important way toprotect the land management order, promote the rationalutilization of lands and realize the value maximization of lands. And now, there exists a phenomenon that theoretical study is outof line with practice about the land law-enforcemen.
