The land illegal phenomenon leads to a lot of national resources loss. The reasons for the situation is management and institutional problems. As a result, the land law enforcement department does not reach the designated position. The illegal phenomenon can’t be solvedIn this paper, the main problem of local Land law enforcement supervision is divided into system and technology and team. This article explores the present situation of the land law enforcement countermeasures to a city as an example. The main contents are as follows.(1)The local land law enforcement supervision in our country is faced with many system problems. The first is not completely vertical management. Land department easily restricted by the local government is due to land vertical management system in the process of implementation of large deviation. The second point, cooperation between different departments is difficult. For cooperation between departments for land law enforcement is difficult because many local governments have no specific files. The third is the government illegal land use behavior. The local government in order to fulfill the task of superior orders directly involved in the local economic development. This leads to frequent government illegal land use behavior.(2) The current local land law enforcement team development is slower. There are three main problems with local land law enforcement supervision. Mainly is the personnel and equipment, and responsibility. The main reason is that the local government didn’t use enough capital to ensure effective operation of the land law enforcement team. The cause of the deep is associated with half a vertical management system.(3) There are many problems in technology. The first is the basic cadastral technology developed slowly. Cadastral staff can’t use database skillfully due to the lack of related training. The second point, cadastral is difficult to confirm. Different land survey results can lead to present situation and the database is not the same. The third point is the facility agriculture is difficult to define. Countries are vigorously promoting agricultural facilities. The management of facilities agriculture are very confused due to the local government has not issued relevant documents(4) This paper analyzed the current situation of land law enforcement in A city. It also has a basic land law enforcement present situation analysis. The current land illegal behavior is improving. Illegal land covers an area of behavior from rural to urban development. Land management law related content does not accord with the present law enforcement environment. This paper summarizes the specific countermeasures based on the typical cases of A city.(5) From the aspects of system construction, land vertical management system should be improved at first. The department should handle the relationship with government. Second, it is necessary to strengthen construction of linkage mechanism. It is need to strengthen land department cooperate with other supervision departments. Finally, it is necessary to curb illegal land use. Land departments should set up a supervisor verification system together. Countries should try to give the land law enforcement agencies for compulsory enforcement.(6) From the aspects of team construction, Land law enforcement agencies should increase the staffing according to actual situation. Land law enforcement agencies should be equipped with relevant law enforcement equipment. Land law enforcement can fast response to illegal behavior. Land department should clarify the specific law enforcement responsibility. Land law enforcement personnel as far as possible the illegal behavior in the bud.(7) From the aspects of technology construction, First of all, the department should improve the cadastral confirmation process and optimization techniques. The department should actively carry out relevant business training. It can make cadastral staff master database and other business. Secondly, cadastral comprehensive recognition mechanism should be established. It can help the land law enforcement personnel to class accurately determined. The final part is facilities agriculture definition. Different departments can manage facilities agriculture projects through cooperation.
