The increasingly phenomenon of corruption has been harmful to the economicdevelopment and democracy of the world, which is eroding the whole world. In the1990s, people began to recognize the hazards brought by corruption to the progress ofhuman society, since the Transparency International’s the corruption list was firstreleased. The next ten years, the world set off an upsurge of anti-corruption. Numbersof international organization have formulated anti-corruption policies and measureswhich closely related to their own functions that provides a wealth of experience inanti-corruption actions to many countries, and also provides a system of reference forthe perfection of the national anti-corruption mechanisms. As a developing countrywith high frequency of corruption, China’s economic development and social stabilitywas seriously endangered by corruption. We should treat anti-corruption as along-term and arduous to stick it out, and to build an integrated, coordinated andefficient anti-corruption mechanism.As the main source of the Asian development fund, the Asian Development Bankcounts corruption the biggest obstacle to the economic and social development, andtakes full advantage of their core role in the allocation of financial resources tocommitted to curbing corruption, and has achieved a good effects in preventing andpunishing corruption. Therefore, the systemic analysis of the Asian DevelopmentBank’s anti-corruption mechanism provides a new perspective to the improvement ofanti-corruption legal mechanism of our country.Asian Development Bank’s anti-corruption activities,which aimed at reducingthe impact of the broad, systemic corruption on the economic development of theAsia-Pacific region and ADB’s developing member countries, is not only the way toaccomplish the purpose of the establishment of ADB, but also be an response to theinternational community and the members’ requirements. The ADB’s anti-corruptionmechanism includes the substantive norms and the procedural norms. ADB’sAnticorruption Policy is the core of the anti-corruption mechanism, the threeanti-corruption goals of the anti-corruption policies formulated the substantive normsand the procedural norms, and the norms should be constantly revised and improvedunder the policy. Specifically, the substantive norms include the Asian DevelopmentBank’s lending rules, procurement rules and the Anti-Money Laundering Policy. These rules and policies belong to the scope of the international convention, do nothave general applicability and mandatory binding on member countries. But membercountries should follow these policies when participating in the loan or aid projectthat ADB assistant. After the establishing of the substantive norms, ADB developedappropriate oversight mechanism and sanction mechanism to safeguard the actualoperation in the regional context and within it own organization.The positive effect of the ADB’s anti-corruption mechanism enlightened ourcountry’s banking financial institutions to play a role in anti-corruption, and also bean example to our government procurement’s anti-corruption mechanism.
