The Innovative Research Of City Grassroots Social Management Based On The Network Governance Theory

City grassroots social management in simple terms is man’s management and service, which is to maintain the harmonious development of the community as the core, by regulating social behavior,resolving social problems and responding to social risks and so on a series of activities for human life to create an orderly and vibrant social environment. Today’s, our country is in the key period of strategic economic development, humans concept and social structure change, various social contradictions highlight, Grass-roots community appears many unprecedented new problems, strengthening and improving the management of grass-roots community, maintaining the stable and healthy development of the community is the key to building a harmonious socialist society, city grassroots social management innovation is imminent, it has important realistic meaning and theoretical value.Based on the innovation and development of grass-roots social demands, this paper will use network governance theory to study China’s social management innovation mode."Network governance theory" is a new research paradigm on the field of public administration, it is fusion of four public service forms which including the third party government, collaborative government, digital revolution and meet consumer demand. In the perspective of network governance, the society is one of large network systems that consisting of a series of mutual crisscross, interconnected modules. This paper utilizes the method which the public management science, sociology and other disciplines theoretical principle as well as the combination of empirical analysis and normative analysis method., it should put the grassroots social management innovation problem in the construction model of Network Governance for study. Firstly, present the analysis of city grassroots social management situation, finally, put forward the innovative strategy of grassroots social network management.This paper frame construction:Except the introduction, is composed of three main parts.The first part is the detailed explanation of the city grassroots social management theory and network management theory. In order to guarantee research rigor, the author give a clear definition and analysis which is including the network management theory, the city grassroots social management subject, object and the relationship between subject and object, the city grassroots social management structure, mode and the application of network management theory in the city grassroots social management.The second part of this thesis is the empirical part. Introduces the case study—A city J community, points out the situation of J community network management and the problems existing in the construction of a network model, proposes solutions and extends to the city grassroots social management practice.The third part is a comprehensive analysis of the thought which the network governance theory applied to the city grassroots social management practice, proposes the theory thinking about building social service network and electronic information service network. Then, points out the operation strategy about the city grassroots social network management that combining the current situation in China.The innovation of this paper mainly performance for the uniqueness of the research theory perspective. The study adopts the network management approach, analyzes the current situation of our country city grassroots social management from the perspective of improving cooperation mechanism, responsibility mechanism and trust mechanism in between each subject. In the innovative strategy of management on the proposed, compared to the previous research, not only considers the view of constructing social service network, but also put forward the thoughts of building the information network through the modern electronic technology, and all are applied to the reform and innovation about studying the way of city grassroots social management.
