Study On The Innovation Path Of Grassroots Democracy And Social Management

The Decision on Major Issues Concerning Comprehensively Deepening Reforms wasadopted at the Third Plenary Session of the18th CPC Central Committee, namely "toimprove and develop the Chinese socialist system, promote the national governancesystem and management modernization". The development of grassroots democracy, topromote the innovation of social management is necessary to achieve this goal in theproblem.Grassroots democracy in China is mainly embodied in the local people to exercisetheir democratic election, democratic decision-making, democratic management anddemocratic supervision, the right to participate in state affairs, economic and culturalundertakings and social management, has extensive subject, content, implementationprocess, ways and like many characteristics. Social management is mainly the governmentand other public sector to promote social system coordinated and orderly development ofsociety, the various components of the system, different areas of social life and socialdevelopment of all aspects of the planned organization, coordination, supervision andcontrol of the process. Grassroots democracy and social management has the intrinsiccorrelation. Democracy at the grassroots level is a new way for the innovation of socialmanagement and social management innovation, and will further promote thedevelopment of grassroots democracy.At the present stage of China’s democracy at the grassroots level and socialmanagement has made great achievements, but problems and contradictions also can notbe ignored. As the practice of democracy at the basic problems such as lack of democraticmanagement is not scientific, democratic supervision, democratic participation is weak; inthe social management still exist in the process of system and mechanism is not perfect,management means and method, single, weak supervision, responsibility and other issuesare unknown.The new period from the grassroots perspective of governance and socialmanagement and governance capacity of national governance systems modernization, wemust adhere to the grass-roots democracy and promote social management innovation. Adeliberative democracy to develop, expand direct democracy, improve democratic institutions, to broaden social management channels. Second, we must strengthen thesystem, strengthen democratic supervision, and promote social good governance. Third,we must strive to foster social organization, to expand democratic participation, enrichsocial management body.
