Dilemma Grass-roots Social Management And Innovation Countermeasures

We have experienced a long exploration and practice in the development of socialmanagement systems, especially since the reform and opening up. Faced the new changesin domestic and international situation of new features, we consequently strengthened andimproved social management policies, establishing a social management system initially.But with the reform deepened, market economy continuing to improve, the urgency toenhance transformation of government functions has increased, and social contradictionsand problems have become increasingly prominent, especially the speeded-up process ofurbanization and social mobility, which bring a number of potential threats to thegrass-roots social order. Strengthening grass-roots social management and innovation, tobuild a harmonious and stable social grassroots has important theoretical and practicalsignificance.Through literature research, methods of comparative study, this paper sorts out andamendments civil society theory, the New Public Management Theory, governance-afterthe Social Management of good governance theory and proposes pluralistic governancetheory of China’s grass-roots social management government-led as a theoretical basis. wemust always adhere to the central role of the party and the government, always adhere tothe fundamental interests of the people-oriented. This paper sums up the current status ofChina’s grass-roots social management body, the main legal basis, operating mechanisms,make it clear that grass-roots social management has made great achievements, but thereare still some problems that are not conducive to grass-roots social management pattern,analyses the underlying causes of this problem, on this basis as a key comprehensivelydiscusses the grass-roots social management innovation path.Results of this study are: First, puts forwards that we should innovate the concepts,improve the legal system, regulate body structure, improve social management mechanismin a bid to strengthen and innovate the grass-roots social management, which serves as areference for the establishment of social management of the new pattern; the second isthrough the full study, presents our grass-roots social management should adhere to the "two always" principle, should learn from Western society theories and correct it,establishpluralistic governance theory with Chinese characteristics.
