A Research On The Problems And Countermeasures Of Township Government Information Disclosure

Information disclosure is a legal obligation of the government. It is the most important condition to realize the citizens’right to know, it also can guarantee the normal operation of democratic politics. There is variety of ways of information disclosure, but web becomes the first choice of information disclosure because of its convenience. In recent years, the number of township governments’ websites is being gradually increased, they are playing a more and more role in promoting government information disclosure. However, due to the talent, technology, funds and other factors’ limits, the websites of township governments have many deficiencies, these deficiencies have affected the actual effect of government information disclosure. The article tries to find out the problems of the township governments information disclosure by empirical investigation, then gives some suggestions.In my article, I chose twenty-four township governments’ websites to investigate, and I evaluate their online information disclosure by using a scientific indicator system. The results showed, look on the whole, there are many problems of township governments’ information disclosure, it has a great room and needed to be improved.Look from the current conditions, the problems of township governments’ information disclosure including:The disclosure of government information is not timely, comprehensive, the guidance of information disclosure is not enough; The construction of government websites do not pay attention to the service for citizens, the construction is also lack of updates and maintenance; There is also lack of interaction with citizens, they can not participate public affairs through government information disclosure; Government information disclosure do not pay attention to their own and public supervision, it is very difficult to get feedback. The reasons which lead to the above-mentioned problems are:The cost of information disclosure; Shackles of backward ideas; The legal system of government information disclosure is not perfect; The lack of supervision and relief mechanism; The drive of security mechanism.To improve government online information disclosure, it needs to be done by following aspects:First, strengthening the construction of legal system of government information disclosure. Second, we need to further improve the construction of governments’ websites. Third, the government officials’ backward ideas have to be changed. Fourth, the cultivation of citizen democratic consciousness of rights.
