The steering group of national information technology published in 2006 Overall Framework of National Electronic Government, in which the goal of E-government was set for its development during the eleventh Five-year plan. That is to make the governmental websites a chief channel of government information publicity, handle more than 50% projects for administrative permission on line, and increase the recognition and satisfaction of E-government service among the public. However, according to The 21st Statistics Report of China Internet Development conducted by CNNIC, only 2.5% of visitors at government websites is actually making business like taxation and corporate registration in this electronic way, and about 3% joined the on-line interactive communications. This obviously shows the ineffectiveness of E-government in its application.This thesis starts from different definitions of e-government service home and abroad, then summarizes the significant indicators to measure its application through a comparison between evaluation standards and related research findings. With the background of e-government service construction in our country, the current development in that of Shanghai Administration Bureau for Industry and Commerce is exemplified with focus on its intranet, website and external networks use. Deficient application of our e-government service construction is revealed by vertical comparison with those of other provincial development and horizontal comparison with those of various local government organizations. It further explores the cause of the inadequate application from bureaucratic ideology, the government' s interference in economic issues. Other possible reasons are the strong misconception of "domination from above" , inadequate study on client demand ; copy traditional model, little improvement of e-government service working procedures; incapability in public acceptance and some digital divide. It finally proposes effective action plans to improve current inefficiency. |
