The Government Institution Reform And The Party's Ruling Ability Construction Research

Since the Third Plenary Session of the Eleventh Central Committee, the party and the government have been facing increasingly complex international and domestic situations with the result that a series of demands has been proposed that are concerned with the party’s and government’s self-building. At the present time, the self-constructions of government and party in power have been separately researched in Chinese scholars. Although there are interdisciplinary researches of the above two aspects, which are only confined to the party and government relation, yet interdisciplinary cases studies on them have no record until now. On the basis of the above discussion, the researches of the ruling ability construction of the party and reform in government organization carried on in the same horizon will has theoretical and practical significance.Since the Third Plenary Session of the Eleventh Central Committee, not only being overstaffed and low administrative efficiency, but also facing frequent occurrence of social problems, Chinese government has launched six rounds of administrative reforms with large scale in1982,1988,1993,1998,2003and2008. By the means of reform, China has basically established a government agency system characterized by the administration by the Rule of Law, in democracy and science. In general, all previous government reforms have had the following features:adaptation to the social development as foundation; efficiency improvement as focus; function transformation as key point; administration by the Rule of Law as base:people’s satisfaction as standard.Meanwhile, under the guidance of the socialist theory with Chinese characteristics and persisting in road to socialism with Chinese characteristics, the reforms in government organization are great self-organization changes and important measures in order to consolidate the dominating base of the party, strengthen construction of the party’s ruling ability and perfect the party’s political system. The ruling ability construction of the party is organically structured by the following parts:the essences, the guidelines, overall goals, main tasks and major measures.From the perspective of strengthening construction of the party’s ruling ability, the reform of government organization is inexorable and only with the relevant improvement of government function and change of departments can help all the principles and policies made by the party to be implemented efficiently and quickly, which requires the government organization to be built better and run steadily and efficiently and form a virtuous circle of reform and improvement of government functions. Concretely speaking, it is the following reasons that make the reform inevitable:the human-oriented ruling concept, the legislation of ruling strategy, the innovative ruling style and the severe ruling environment.From the perspective of purpose of reform, its core is to improve the political execution of the government, that is. to promote the ability of decision implement of the part. As the main measure and purpose of improving the party’s ruling ability, reforming the government organization facilitates its ability, which also contributes to promoting the ruling role’s legitimacy, stability and efficiency.
