Research On The Pattern Of Management At Xishiwutaizi District Of Yingkou City

Urban Community Development began from the mid-1980s to the early1990s.When the Ministry of Civil Affairs put forward the concept of community building,the building of urban communities has been officially launched. In1998the Ministryof Civil Affairs chose an experimental area in26cities to explore. Then communitybuilding and management was accelerated all over the country, in the next tens ofyears, a number of urban community building have achieved remarkable results, somevery famous local experiences have been gained and models have been formed, andalso a seires of new theoretical have been put forward. But now, some cities，such asXishiwutaizi District of Yingkou City which was studied in this article, did not feelthe new changes brought about by the community building，and did not reallyintegrate into the community. Now, the community is just a work unit, the purpose ofcommunity building has not really been implemented.Departuirng from Xishiwutaizi Distirct of Yingkou City’s communitymanagement status，looking for the actual existence of the problem and the factors, wetry to put forward the corresponding countermeasures and suggestions to explore themethod which ifts for Xishiwutaizi District of "Yingkou City’s development ofcommunity management. The study found that the problem in five taiz YingkouCity West Community management varies from powers，financial, socialparticipation, institutionalization, quality of service and other issues. To solve theseproblems, the article deeply analysis for the formation of the problem the problemfrom three aspects: the historical causes, the real causes, and the process. Then we putforward the reform program of the proposed line is divided into “community-basedorganizations, and combined with the actual make six countermeasures. Including: thetransformation of government functions, the establishment of community accounts，and guide social participation, a sound legal system，strengthen personnel training，improve the ability to govern. In addition，the paper also suggested that in the future,we should increase focus on grass-roots party building and public opinion, and thuspromote community management work better.This article is mainly divided into four parts; the first part is about theoreticalresearch of the community and community management model, analyzing of thecauses and substance of the community, community management model analysis ofdomestic and foreign molding，laying the foundation for further research. In the nextpart we try to explore the existing problems through the status quo of Xishiwutaizi District of Yingkou City Community management. The third part is about the causeanalysis of the problem in order to identify the factors affecting the problem. The lastpart is about the countermeasures analysis, focusing on the variety of factors for theproblem, put forward countermeasures and suggestions. In the analysis of the theoryin the ifrst part, we focus on the literature research, supplemented by descirptiveresearch methods.When we focus on the status quo analysis and problem analysis about，we mainlyadopted descirptive studyo In the last part, we mainly use the exploratory researchmethods.
