Study On The Problems And Countermeasures Of Public Order Management In Zhanqian District Of Yingkou

Nowadays, China is undergoing an important strategic opportunities period. Economic system, social structure, interest pattern, and thought idea have experienced profound changes. Moreover, social contradictions are becoming more and more complex and diverse, and social security management is facing severe challenges.In the 4th plenary session of 18th CPC Central Committee, "The Central Committee of the Communist Party of China on the development of national economy and social development of the thirteenth five years plan" proposed that, We should improve the comprehensive management of social security mechanism, and establishment stereoscopic social security prevention and control system, the criminal activities according to law, the maintenance of social order. Achieving this goal must rely on managers to adapt to the new situation, deepen the understanding of the law of social governance, and improve the modernization level of social governance.As the basic elements of modern city, community is an important foundation for urban society. Community public security management is related to the social image of city, the life of residents and the economic environment. If it is not well done, that will lead to a series of social problems affecting the development of urban economy, even the social stability and harmony of major political issues. Therefore, well-managed community public security is the demand for the modern city development.The public security organ is the main management of the community public security that has always been the foothold and focus of the comprehensive management of the community. With the accelerated process of urbanization in China, the scale of urban community is expanding, the quantity is increasing, and the grass roots community is playing important role in the management of social security. How to strengthen the effectiveness and efficiency of community public security management, and enhance residents’ satisfaction and security are important issues in front of the public security organs.Using the public security organs career resources and functional advantages, the author apply the theory of public management to analyze the community policing management situation, the main problems, adverse effects and the specific reasons of Zhanqian District of Yingkou, And then, referencing the successful experience of domestic and foreign community management of public security work, put forward countermeasures to solve the community policing management problems.As a part of the modern city public management framework, community policing management has an important role in enhancing the level of public administration of Zhanqian District of Yingkou. On the basis of the previous research results, this paper makes a practical analysis, which avoids the shortcomings of the theory.
