In the early21st century, Sino-Japan relations is the most important bilateralrelations in Northeast Asia and the entire East Asia region. China and Japan areneighboring countries separated only by a strip of water, while the history of associationbetween the two countries is over2000years. Development of Sino-Japan relations notonly involve with the prosperity and progress between the two countries, but also withthe stability in East Asia as well as the interactive trend between countries within theregion. In this paper, it is base on the changes of the international situation in the21stcentury as the background, and focuses on the policy towards China since theDemocratic administration. It will research for the Japanese underlying reasons ofadjustment towards China, analyze the influence of the adjustment about the Japanesepolicy towards China. At last it will make profound consideration about the Japanesepolicy towards China while the Democratic Party is the governing.The article is divided into four parts.In the first part, it is limited by the" era of the Democratic Party is the governing"and analyzes adjustment factors of Japanese policy towards China in the internationaland domestic levels. In the international level, with the rise of Chinese internationalstatus, Japan is also need constantly to change its policy adjustment towards China; indomestic level, facing the surpass in the national comprehensive strength from China,Japan has a kind of "underlying sense of crisis”. There is the puzzled in the relocationby itself for the different cognition in the truth, while the vacillating tendency ofJapanese policy.In the second part, it analyses the performance of Japanese policy adjustmentstowards China. It divides into three terms which includes Hatoyama Cabinet, theNaoto Kan Cabinet and the Yoshihiko Noda Cabinet, then analyses the performance oftheir adjustment with the policy towards China. There was an character in the term ofthe Naoto Kan Cabinet, which was called “nearing China leaving U.S.”, it was the moresignificant stage in the adjustment term about the policy towards China and it was change in the Sino-Japan relation since the21stCentury; in the term of the Naoto KanCabinet, there was some adjustment in the Japanese policy towards China, while thecollision with the two countries’ boats in the Diaoyu Islands was the inflection point ofthe Sino-Japan relation; in the term of the Sino-Japan relation, there was an strong trendin the policy towards China, the “nationalization” of the Diaoyu Islands by the Japanesegovernment had made the ice point with the Sino-Japan relation.In the third part,it analyses the influence on Japanese policy adjustment towardsChina. The article starts from the adverse effects, mainly from the impact of China ’seconomic, political, and national security analysis,to arrange and spread one by one.The chapter from the impact of China’s Taiwan issue, U.S.—Japan alliance, analysesthe political influence of the Japanese policy towards China;with the energy issues, thedispute about the East China Sea oil as the start, analyses the economic influence of theJapanese policy towards China; in the national security level, it starts from the disputebetween China and Japan on the Diaoyu Islands in the recent years and maritimedelimitation, to dissect the adverse impact of China ’s peripheral security environment.In the fourth part, it involves with the consideration of the adjustment of the policytowards China,and with the strategic surname of the future Sino—Japan relation. In theDecember2012, the Democratic Party lost the power, the policy towards China hadbecome the history. With the introspection of the history, summing up the experience,keeping a foothold now and put a board view for the future, the Japanese governmentneeds to introspect, go with China in the peaceful development road. It need politicaltrust with China and Japan, to go out of the regional security dilemma, to build thestrategic mutual benefit relation between China and Japan with the grand strategicview,to make great effort for the bright tomorrow of the two countries.
