| The popularity of the network is a great progress in science and technology,resulting in great changes of people’s production-style and life-style and even the socialstructure, and developing a new living space. The network inevitably have a powerfulimpact on the political field and economic field and cultural field and other fields.With the development of national information strategy, the network has become animportant channel for citizen’s political participation, which breaking the barrier oftraditional information transmission, and it makes the network politic construct aunique scenery line of democratic political theory and practice in the world. In termsof the reality of China’s national conditions, the network shapes China’s democraticpolitical process with fast speed and powerful strength, while the strong permeabilityof network to politic lead a rising gradually of people’s pursue to the transparency ofinformation and procedural democracy, and it makes the network democracy becomea new growth point of Chinese democratic politic and open up a new prospect for therealization of the socialist democracy.Theoretically speaking, technical characteristics of the network gives peoplemore freedom of speech. The network has become a powerful position which clearspeople’s opinion, safeguards people’s rights and interests and fights with corruption. Itbecomes a new channel for senior government and ordinary people to communicatedirectly, and it also provides a new fulcrum for the value choice of public policy andthe weigh of pros and cons, which resulting in constant change in breadth and deep ofnetwork democracy. It promotes the transformation of government management mode,and creates a new network supervision mode, which promoting the disclosure ofgovernment information and the justice of democratic procedure and the transparencyof democratic decision-making. But in fact, the network technology has its disadvantages. Due to the characteristics of virtual and direct, network democracy hasalso brought many negative effects to government and people, which challenges therational and orderly of network democracy. How to avoid those risks effectivelywhich already exist and will face according to scientific principles, in order to guidethe network democracy to be healthy and rational, lively and orderly, has become anurgent problem to be solved.From the point of logic, this paper firstly explains the connotation and extensionof network democracy in the general theory, followed by a detailed analysis of thethree characteristics and three functions of network democracy. Then it carefullyanalysis the advantages and adverse effects of the network democracy to Chinesedemocratic politics stand in a objective position, which explicited the positivesignificance of the network democracy, and also pointed out the undesirable effects ofnetwork democracy appropriately. Then it describes a realistic picture of networkdemocracy in China from the two respects of supervision of public opinion and the interactionbetween officials and people. We can find the faults through it. And then it minesproblems and restrictive factors which hinder China’s democratic development, suchas the information hegemony, the blasts in involvement, the political gossip andpolitical deception. Finally, to solve these advantages and disadvantages, it proposesto adhere to four principles in the development process of network democracy,namely, the principle of freedom of speech, principle of justice and equality, principleof moderate regulation and principle of ethical rule and law.It actively explore a pathof development in accordance with China’s national conditions, meeting people’sfundamental interests and meeting the demand of the rule of law. It will has certainpractical significance and theoretical significance for the future to improve the formsof network democracy, to rich the content of network democracy, and to promote thebenign development of Chinese democratic politics. |
