To some extent,many Internet users have been accustomed to using the Internet to express their views and opinion of events,the policy-makers can also understand the public opinions more objectively and directly through the network,which will have a profound influence to humanity′democracy life. Their desire to participate in politics is so strong, of course,their views should not be underestimated in promoting the democratic process.This article argues that the network is a double-edged sword of public opinions,its appearance to democracy′s influence is dual.It not only provides the endless power and unprecedented opportunities for the democratic development,but also lets the democracy face the great challenges.Therefore,we not only use the advanced Internet technology to promote the progress of democracy,but also attach importance to a number of false information online and non-rational emotional harm to democracy.This article is to explore the definition,the characteristics,the positive and negative effect of the network public opinion and conformation and development of the basic laws under this background,and discusses the specific situation in the party and government decision-making function as well as in supervision of public opinion′function in terms of our country′special details,in order to expand the relationship between the public opinion and democracy,attempts to reply how to realize on-line supervision of public opinion's legalization, the institutionalized, scientific,and how to properly treat the public opinion, makes use of favorable conditions and avoid unfavorable conditions to the prevailing circumstances and so on.Then enumerate the network public opinion's negative effect and proposed the corresponding measures to guard against in order to make better use of networks to promote the democratic political process of public opinion.
