Study On The Development Vision And Strategy Of China Green E-Government

Starting from investigating the conception of green e-government, this paper putsforward the development vision and practical strategy of China green e-governmentbased on discussing the characteristics and analyzing the development situation andrelated researches at home and abroad of green e-government, in order to guide Chinae-government development towards high efficiency, energy saving and environmentalprotection. It is not only to promote the coordinated development of governmentagencies and environmental resources, but also to promote the sustainabledevelopment of society as a whole. This paper consists of four parts in addition to theintroduction and conclusion.Ⅰ. Green E-Government ReviewThis part, starting from defining the concept of green e-government, on thefoundation of analysis of three highly relevant concepts, green development, greenadministration and green government, defines the green e-government as under theguidance of green development, government agencies, with the help of modernelectronic information technology, integrate its management and service functions andnetwork technology scientifically, adjust government process reasonably, optimizegovernment system, in order to reduce adverse impacts on the environment during thegovernment operation, to provide comprehensive and high-quality public services tothe society, to build high efficient government, energy saving government,environmental protection government and harmonious government. At the same time,it researches the features and value of green e-government.Ⅱ.Domestic and International Development Situation and Existing Problems ofGreen E-GovernmentThrough summarizing, comparing and analyzing domestic and internationaldevelopment situation and existing problems of green e-government, this paper puts forward two enlightenments on building China green e-government. First, theconstruction of green e-government can not be blind. Second, there is a need to set up adedicated green e-government regulatory agencies.Ⅲ.The Development Vision of China Green E-GovernmentThis part discusses and analyzes the development vision of greene-government. The development vision of China Green e-government is economygovernment, high efficient government, ecological government and intelligentgovernment. The better vision not only to depict the direction of China greene-government development fundamentally but also better to motivate the governmentto play the functions of government and to provide efficient, practical public serviceand enhance the credibility of the government, giving the public a sense of security andwell-being.Ⅳ.The Development Strategy of China Green E-GovernmentBy studying and utilizing previous research results, drawing on some relevantideas with my paper, this part preliminary researches green e-government developmentstratugy based on collecting and arranging development strategy of green government,service-oriented government, intelligent government and other relevant documents,and proposes six points of development strategies: First, implementing the greenconcept to enhance public and executive officer’s environmental awareness. Second,innovating government’s regime to promote government’s transition of function. Three,establishing relevant legislation to guarantee green e-government developing well.Four, designing evaluating system to enhance public service effectiveness. Five,actualizing strategical management to improve resource utilization efficiency. Six,enlarging public participation to promote the development of harmonious society.
