With the development of Chinese civil affairs, a large number of non-governmentorganizations (NGOs) are emerging. The Taiwan Buddhist Compassion Relief Tzu ChiFoundation go into the view of mainland people gradually by virtue of its huge social welfareundertakings among many NGOs. It is rare a organization which has many sensitive identitytags, such as “overseas”,“religion” and “non-profit”, became the first oversea nationalnon-profit foundation in mainland China. The organization culture of The Taiwan BuddhistCompassion Relief Tzu Chi Foundation is so excellent as fortune500companies are. Frommaterial level, acts level, system level to idea level, each level has a meticulous arrangement. Bythe influence of organization culture in Tzu Chi, its volunteers promote “Four Missions andEight Footprints”.In western countries, the religious charity is the source of the social work. Tzu Chi is thereligious groups, not the Protestant and Catholic, but the helping spirit of religion is the same.Buddhism often mentioned “missed daci and great mercy”. And Tzu Chi’s volunteers alwayshope human beings leave suffering. All shows altruism. Tzu Chi is not a true sense of theprofessional social work organization. But as a charitable institution with the religiousbackground, it use a lot of social work philosophy and method to support operation offoundation, even infiltrated their organizational culture.Chinese NGOs can learn a lot from the experience in the construction of the non-profitorganization culture in Tzu Chi. NGOs put organization culture on the important position,helping NGOs have benign development. This paper detailed analysis the construction oflocalization organization culture from material level, acts level, system level to idea level bythree social work professional skills: case, group and community, in order to learn the importantpoints in the construction of NGOs’ organization culture.In material level, it has analyzed Tzu Chi logo, clothing, architecture and environmentallayout. In acts level, it has analyzed “Four Mission and Eight Footprints”,rituals and behavior,language and terminology. In system level, it has analyzed a sub-group of volunteers, specialteam systems, case management system. In ideal level, it has analyzed the vow of Tzu Chicommissioners, Principles and the Charismatic leadership of Venerable Dharma Master ChengYen. After that, we can know four levels infiltrate each other. So it can become a overseas NGOin mainland China successfully.
