China is a country with a long history and vast scale, forming a unique geographical and cultural phenomenon. Culture is an ongoing process of conflict and integration, China's regional culture, as one of the Chinese sub-culture, is developing in such a constant inter-communication. In China today, public relations management is playing an increasingly important role, both the Government organization and enterprises are increasingly focused on dealing with issues with a wide range of their stakeholdersfrom a strategic perspective, in order to establish their own image. Sub-culture management based on public relations management will make sub-culture communication more practical and maneuverable. Therefore, the research on sub-culture management based on the public relations is not only an important element of Chinese culture, but also an important part of building Chinese national image. Chinese representative organization is one with unique Chinese characteristic. To whether government agencies or commercial enterprises, it is the same issue that there is long-term representative organization in almost all the Chinese major cities.Representative organizations have a variety of functions, however, public relations can not co-ordinate and manage representative organizations with the strategic perspective, which affected fulfillment of the advantage of representative organizations, and also block the development of representative organizations'functions.This paper attempts to analysis and research the functions of representative organizations through the establishment of public relations model of cultural communication, and effectively identify the significance and the specificity of such institutions and the trend of their functions, therefore it in turn provides a new empirical research for sub-culture management based on public relations, and it provides a new perspective and way for the blending of China's regional sub-culture, deepening the connotation of Chinese culture and enhance the overall image of China..
