With the development of Chinese market economy and change of the government’s functions, Non-governmental Organizations (NGOs) are growing up as an important independent force. They play a new role in the socio-economic and political development, mainly reflects in the increasing number of institutions, the strong momentum of development, the increasing autonomy, the overall strength and the expanding social impact. However, under the current situation, NGOs have encountered many problems in the process of development:the high access threshold of registration, inadequate government support, the lack of venues and facilities, imperfect internal management mechanism and loss of human resources. The obstacle to have access to various resources is one of the most important causes of the current dilemma.This dissertation, which takes the private-funded nursing home as an example, analyzes the existing problems of NGOs in resource acquisition and the possible respondent solutions in the future, from the point of the relationship between the government and the NGOs.) The first part elaborates the research background, the significance of the study and the design of the research. The second part sorts out the study of NGOs’ dilemma. On the basis of the resource dependent theory, the theory of the third sector and framework of government and NGOs, the article explains the causes of the dilemma and suggests the problem-solving direction. Under the severe period of the increasing aging population, the third part tries to analyze the domestic private-funded nursing homes’ channel of accessing to resources and the influencing factors. The fourth part takes three private-funded nursing homes in the Gulou District of Nanjing as typical cases (Xintiexin Service Center for the elderly, Dafangxiang Senior Home Care Service Center, Nanxiucun Pension Service Station) to analyze the resource acquisition and the development dilemma of NGOs. The methods of research include interviews, literature review and comparative study. The fifth part summaries the experience of the private-funded nursing homes of the United States, Sweden, Australia and other countries to suggest the right attitude towards the relationship between the government and the NGOs. According the actual situation in China, the article makes some suggestions about how to break through the resource acquisition dilemma. The article claims the government and NGOs should focus on5points as follows:reforming and innovating the management system, establishing public financial investment mechanisms, regulating the NGOs preferential tax legislation and policy, and enhancing citizens’ participation consciousness. Through the joining effort of the government, NGOs and the whole society, we could integrate resource efficiently and improve the resource utilization to push forward the development of the NGOs.
