The healthy and sustainable development of an aging society is a major livelihood issue facing all mankind.According to the 2019 World Population Outlook Report,there will be 910 million people aged 65 and over in the world by 2019,1.59 billion by 2050,and 2.26 billion by2100.The world's elderly population is expected to reach 3.1 billion by 2100.As early as the beginning of this century,China has entered the aging society.In 2003,the number of elderly people in Harbin accounted for 11.3% of the total population,making it one of the earliest provincial capitals to enter the aging society.China has entered an aging society.In 2003,the number of elderly people in Harbin accounted for 11.3% of the total population of Harbin.It was one of the earliest capital cities in China to enter an aging society.The rapid growth of China's aging population,large scale,and heavy social burden are the characteristics of China's aging population development.Faced with the challenges brought about by aging,the government and all sectors of society should face together,establish a comprehensive service system,and vigorously develop institutional pensions,especially private pension institutions.The state has successively issued policies such as "Several Opinions of the State Council on Promoting the Development of Health Service Industry","Several Opinions of the State Council on Accelerating the Development of the Elderly Service Industry",and "13th Five-Year Plan" for the Development of National Aging Careers and the Construction of the Elderly Care System and other policies Development has effectively promoted the participation of social forces in the field of private pension services.The Harbin Municipal Government promulgated the “Implementation Opinions of the General Office of the Harbin Municipal People ' s Government on Fully Opening the Pension Service Market and Improving the Quality of Pension Services” to mobilize social resources and promote the development of Harbin citizens-run nursing homes.Studying how to promote the development of private pension institutions can promote social harmony and social stability,enable more people to know,recognize and participate,and make the government more clear about the importance of responsibilities.Starting from the new public service theory,social welfare pluralism theory and public governance theory,using survey analysis and literature research methods,it is explained that the current pension model in Harbin is mainly family pension,community pension and institutional pension coordination.The development status of 20 private nursing homes registered by the Industry and Commerce Bureau and the Civil Affairs Bureau is not profitable,which reveals the problems of the lack of funds,the low quality of nursing staff and the difficulty in meeting the needs of higher retirement services in the development of Harbin private nursing homes.Through research on the policies of the private pension institutions issued by the Harbin Municipal Government,and visits to 20 private nursing homes,it was found that the relevant policies are not sufficiently publicized,the coverage of private nursing homes is not high,and the level of subsidies is not high.Perfection and lack of support from industry associations are the main causes of the current development problems of Harbin citizens-run nursing homes.Based on the experience of the "less government participation model" in the United States,the residential care services in Hong Kong,and Shengzhou's "Shengzhou model",it proposes to optimize the details of corresponding preferential policies to encourage multi-agent participation,scientific site selection and brand building,and clarify related responsibilities Strengthen social propaganda to change traditional concepts,integrate human resources,and improve supervision and management systems.
