| With the age of silver comes with urbanization,the support ratio of social pension has increased significantly,and the pension problem of big city has become more and more serious.Although some cities are actively exploring new models of old-nursing development,the allocation efficiency of old-nursing resources has not been effectively improved.Based on the analysis of the present situation and efficiency of the allocation of pension resources in Shanghai,this paper puts forward the construction of virtual nursing homes,aiming at exploring new ways to reduce the cost of the use of pension resources and improve the efficiency of the allocation of resources,and striving to improve the allocation efficiency of pension resources while giving consideration to the fairness of the allocation results,so as to meet the personalized needs of the elderly for pension services.Compared with the traditional pension model,the service provided by virtual nursing homes is more professional,more accurate and more humanized.It can not only improve the allocation efficiency of existing resources,but also continuously tap new unexploited pension resources.Taking the construction of virtual nursing homes as the research object,focusing on the optimization of the allocation efficiency of resources for the aged in virtual nursing homes,using cost theory and fair efficiency theory,taking Songjiang District as an example,this paper studies the construction of virtual nursing homes from the three dimensions of construction subject,basic framework and specific work content.Firstly,it advocates diversification of construction subjects.Subjects include government,enterprise,social organizations,families and individuals,social organizations and property management company,this paper analysis the main functions of different subjects in the construction of virtual nursing homes and their relationships.Secondly,the basic structure of virtual nursing homes is analyzed: establishing a three-level information resource allocation network pattern,gradually realizing the fair and reasonable allocation of pension resources;establishing a sound audit mechanism for shared resources,broaden the channels of endowment resources participating in endowment services,ensure the service quality of endowment resources;improve the training and assessment system of employees,ensure standardized service process and service level;formulate strict supervision measures of service quality to ensure service quality;finally,analyze the specific construction work of virtual old nursing home,according to the specific situation of Songjiang endowment resources allocation.It includes three aspects: providing year-round non-stop buffet service that changes with demand,using "mixed ownership" to create high-quality old-age service,and innovative the way of thinking to shape the quality life of the elderly.However,due to the limitation of practical conditions,there are still some problems to be solved urgently in the construction of Songjiang District’s virtual nursing home.Through the research,the paper draws the following conclusions: firstly,deepen the classification of endowment resources,with the help of the construction of three-level information resources allocation network structure,constantly promote the management of endowment resources at different levels;secondly,implement the "two-step" strategy,formulate medium-term plan and long-term plan,through the medium-term plan to complete the pre-infrastructure layout and management work at first,and then through the long-term plan to achieve the aim of intelligent endowment.Finally,through the research and development and use of intelligent mobile terminal equipment,achieve the goal of providing service for the aged at their homes,create professional service for the elderly at home,and fasten the safety belt for the elderly at home. |
