Public Service Unit as a special organization in our country, along with the socialist market economic system gradually established, has its own development bottlenecks. Due to the business unit personnel management mode of party and government organs, for a long time there are several problems:the personnel mechanism is not flexible, has not consistent, bloated and so on, which are not conducive to promote the development of social undertakings and public service provision, and the personnel system has to reform. To build a full of vigor and vitality of the new mechanism of choosing and employing persons is one of the main targets of Public Service Unit and personnel system reform, and setting up management is to set up a business unit of choosing and employing persons new system foundation. According to the CPC central committee and state council on deepening the reform of the cadre and personnel system of the overall deployment, post management system reforms are rolled out.Dalian enterprises set up management work began in December2010. After nearly two years of work ahead, at the moment, what are the problems of the post setting of Public Service Unit in Dalian? Based on the post setting of Public Service Unit, this paper adopted the method of literature and empirical research, survey and interview, etc., inquired different groups in Dalian City about the first-hand material on general assessments on the post setting, and conducted a general description of the current state of it in Dalian City. We have avoided the thought of one-sided analysis of the problems between the two parts and did a cross analysis on the deep seated problems of the post setting from diversified groups, different dimensions and various factors.There are four factors in the paper, the first part, based on the study of the related literature at home and abroad, introduces the background in detail, and illustrates the concept, sets the research route. The second part carries on the questionnaire survey and statistical analysis about situation of positions establishment of Public Service Unit in Dalian. The third part through data analysis and research work, the problems of post setting of Public Service Unit in Dalian, and comparison in statistical differences, explores factors restricting the post Settings results deepen. Finally, in view of the restrictive factors, this paper from the external environment, technology, incentive mechanism, and human factors puts forward four countermeasures, to provide policy reference for decision-making departments, for the scientific nature of the business unit post Settings to be raised, the incentive to be strengthened, the "win-win" development of the units and employees to be achieved, therefore playing a role in the Economic construction and social development of Dalian.
