Since the 1980s, the unified traditional cadre personnel management mode in China has been gradually broken, the personnel management in the public institutions has been separated out, and the exploration of the public institutions’personnel system reform began. With the progressive implementation of the hiring system, the position management system conforming to the characteristics of the public institutions has been proposed. In July,2006, the original Ministry of Personnel issued some documents on the public institutions position setting management.the public institutions position management system formally entered the stage of launch, the public institutions in China gradually began to set positions to construct the basis of operating the position management system. The municipal institutions even go ahead of the setting job in each city, which provided reference for the counties’public institutions to set positions. Currently the position setting has been basically finished in public insertions in our country, and it has been into the management system operation stage of the employment and salary setting which based on positions, meanwhile the position setting begins to accept the test of the position management practices.This paper takes the public institution position management work practice in Weinan city as an example, applying the research method of combining the former theory literature material and the work research material as well as the file data analysis, to analyze the positive effect and existed problems of the municipal public institution position settings implement, finding that there exists defects in both two key links of personnel setting(the position types’level structure setting and the position specification auditing), the public institutions’position setting cannot meet the current situation of the personnel in the institutions, and the position specifications are not standard. In addition, the shortage of support policies for the public institutions’position setting hinders the performance of the position setting and the employee incentive role. The following three aspects are suggested to optimize the municipal public institutions’position setting:firstly they should base on the personnel’s current situation to dynamically manage the position setting, applying the position level trapezoidal principle, appropriately adding the management position horizontal grade jobs, meanwhile they should dynamically fine-tune the current position grade structure in the institutions; secondly, they should complete the position specifications, using the theory of job analysis and position competency to tamp the analysis basis, detailing the establishment program requirement, supervising the results application, promoting the perfection of the complement of the standard and employment requirement,etc; thirdly, they should revise and complete the support policies for the public institutions’position, like preparing the management measures, the retired soldiers’resettlement method, etc., to help the smooth implementation of the position management.
