The Difficulties And Countermeasures Of Grass-roots Petition Work

This paper mainly uses the knowledge of management and sociology, through the research of the operating mode of Chinese grass-roots petition, and by the use of deep research of the typical case, the author hopes to analyze the difficulty and operating state of the grass-roots petition work of our country, and find out the key problems and conceive the improvement schemes, at the same time, the author also hopes that this paper can arouse the attention of more scholars and practitioners to focus on the grass-roots petition work of our country.This paper is divided into five parts:The first part is the introduction. It simply states the formation of title selection, the purpose and significance of the research, the research status at home and abroad, the definition of related concepts and the researching methods. The author points out that the grass-roots petition work plays an important and significant role in the social stability and economic and social development.The second part describes the basic operating state of the petition work in Huinan town. Take the petition work of Huinan town as an example, in this part the author expounds the history of the petition mechanism after the founding of new China, the summary of grass-roots petition work, the arrangement of petition mechanism and the operating mechanism petition work.The third part talks about the difficulties and reasons of the petition work in Huinan town. The author specifically analyzes the difficulty of the volume of letters and visits, the prominent of abnormal phenomenon, the lack of petition work force, and the solution of the remaining petition problems, the author also analyzes their causes.The fourth part is the improvement and exploration of the petition work in Huinan town. The author introduces the improving work condition of the petition mechanism in Huinan town, elaborates the four petition systems of the implementation, and gives the overall evaluation of the effectiveness of these measures.The fifth part is improving the countermeasures and ideas of the petition work in Huinan town. From the aspects of changing the idea of grass-roots petition work, smooth channels for public expression,the institutions reform of grass-roots petition sector, and the operating work reform of grass-roots petition work, the author also makes further recommendations to improve the operating mode of grass-roots petition work.
