Research On The Path Of Grass-roots Petition Work

Petition is one of the right relief means,which plays a very important role in the public opinion channels of expressions,maintaining social harmony and stability,as well as resolving social conflicts and disputes.However, along with the deepening of China’s economic and social development and the deepening of reform, new problems,new situations, new contradictions emerge, petition problems occur frequently, leapfrog visit,collective visit,repeated visit and other non-normal petition gradually increased, that led to a lot of pressure to the whole society.The petition work in China,especially the grass-roots petition is still in a passive state to cope,many problems need to be solved further.After the 18 th NCCPC,the CCCPC made policy decisions-- a new strategy named the "four overall". It requires much more deepen reforms and the completion of the law,which even must be a national strategy. What’s more,It also made some new requirements for the reform of the system of petition, pointing out the directions about how to handle petition effectively and orderly.This paper which takes E town in Lu Zhou City as an example, analyzes the difficulties of petition work in E town and the reasons by analyzing the literature,field research,case analysis and other methods.Eventually,it proposes the measures and methods of grass-roots petition in accordance with laws.This paper mainly includes four parts, the first part is the introduction, including the research background,purpose,meaning,domestic and foreign research at present situation, identification of related concepts and research methods. The second part is an overview of the grass-roots petition, mainly elaborates the basic situation,the characteristics,the operating system and mechanism, as well as the role of grass-roots petition work. The third part will take E town as an example to research petition work,including the working situation,the existence problems and reasons,the typical cases and the improved methods of grass-roots petition,and it will conclude that positioning the grass-roots petition accurately is the first step to deal with the work successfully,the effective expressions of the public are the key to dealing with the grass-roots petition successfully,making the petition mechanism perfectly is the core of dealing the grass-roots petition successfully,solving the petition work according to the law is the best way for the grass-roots petition. The fourth part is about how to improve the work of grass-roots petition strategy.The first is to locate the grass-roots petitionaccurately.The second is to change the concept of grass-roots petition,including changing the visitors and the petition workers concepts.The third is to keep the channels of public expressions open and smooth,including broadening the communication channels,dredging the communication channels to the cadres and the masses,and making the network platform perfectly.The fourth is to improve the ability of grass-government,including strengthening the construction of grass-roots organizations,innovating grass-roots social management,improving the mass work.The fifth is to improve work of grass-roots petition mechanism,including the improvement of public participation in the decision-making mechanism,improving the end mechanism,and the promotions of primary petition agency system and implement of hearing evaluation system.The sixth is to make the grass-roots petition work efficiently,including dealing with the grass-roots petition work by law, accelerating scientific and effective assessment methods,and establishing high-quality work team.
