Volunteer Organization Participate In Public Crisis Under The Background Of Governance Theory

Governance become a popular word from1990s, at the same time,Governance Theory was developing fast and was used in a variety ofareas around the world. Because there was “Government failure” getalong with “Market failure” in many Welfare states, governance theorybrought forward a new view: governance should replace prepotency, letgovernment, market and citizen society combine together to managepublic administration. This is the third way except government andmarket, and it is useful for Western countries’ reform. At present, China istransforming in many field, according to the developed countries, ourcountry is in the period, in which Public Crisis happens frequently, whichis brought about natural factors or human factors or both. Governmentshould be the key supplier of the public service and the master manger ofthe public crisis. The ability of government is much stronger because of economic and societal transition in our country. Public crisis occurssuddenly and frequently, so it is insufficient to only depend on thegovernment for public service and public crisis. According “GovernanceTheory”, We must have the social strength and social support to managethe public crisis. Volunteer organization, as an important organization ofnon government organization, also has valuable contribution in theprocess of the public crisis management. Our government should acceptvolunteer organization in the public crisis management. How to makegood use of volunteer organization in public crisis management, how tobuild a reasonable relationship between government and volunteerorganization in crisis management, which are becoming an importantquestion in our country. Under the background of Governance Theory,this paper investigates the deficiency of the public crisis management,which has government and volunteer organization. According to theadvanced experience of western countries, we indicate some suggestionsto solve.
