In recent years, with the development of city and urbanization process accelerating, profoundchanges have taken place in the city’s population structure and social structure. City residents’demand for city community public services presents new features, such as large volume, complexand multi-level species. City community is playing an increasingly important role in satisfying theneeds of the residents, strengthening social management, maintaining social stability, developingdemocracy at the grass-roots level, as well as promoting social progress. Accordingly, to strengthenthe construction of community and improve the level of community public service is moreimportant.Social management is a management activity which is essential to human society. In sucha country, which has a population of1300000000, whose economy develops rapidly, socialmanagement tasks will be more arduous. Social management’s fundamental purpose is to maintainsocial order, promote social harmony, safeguard the people’s live and work in peace, to create a goodsocial environment for the development of the party and the state. It should start from the grassrootsto strengthen and innovate the social management,and community is the basic unit of society, as aresult, community has become the most basic objective of strengthening and innovating socialmanagement. If we want to build a good basic platform for social management, we shouldaccelerate the pace of establishing urban and rural community management and service system, andbuild a platform for residents and other social subjects to participate in social management.The Twelfth Five-Year Plan has put forward clearly "to strengthen community autonomy andservice function, to conduct a comprehensive development of city community”. To strengthen thecity community construction, for China’s basic-level governments and community governance, themain task is to constantly improve and optimize the community public service, to increase of theurban community public service programs and content,to improve the level of community publicservice, in order to meet the increasing material and cultural needs of the community residents.Community service is the central task of community construction, management and development,and it’s also an important sign to measure the level of development. However, at present, ourcountry city community is in the midst of the excessive stage to a modern community because ofhistorical, economic, and political constraints and other factors, and each service function is notperfect, the function orientation between the government and the community is not clear. All these,which have caused the community service management authority is not clear, the project ofcommunity public service system which is used to meet the needs of the people is lack, the security mechanism of community building is not perfect and so on. We should be based on the study of theurban community public service theory, and clear the orientation of government and the urbancommunity public service, and then adopt corresponding countermeasures according to theproblems of city community service under the market economy, thus promoting the healthydevelopment of city community public service and meeting the multi-level,diversified needs ofresidents.The article is based on city community public service theories, put the Dongying Yellow RiverStreet sub-district office as the breakthrough point, on the basis of studying the related theoriesabout urban community public service at home and abroad, by using the theory of management andeconomics, and through literature review, comparative analysis, empirical study and other methods,combine macro and micro, further study the theory of the city community how to provide qualityand efficient public service for the people. Based on the investigation, through case study and theoryanalysis, analyse the present situation of city community public service and the existing problemsystematically, then put forward related countermeasures and suggestions,in order to providedecision-making basis for the government to strengthen and innovate social management, to providevaluable practical significance for giving full play to public service function.The innovation of this article is that, at the end of the article, analysing the reform of citycommunity public service mode in our country innovatively, expounding the urban community gridsmanagement modes synthetically, and putting forward some rational countermeasures andsuggestions of meticulous management of the implementation of Dongying city community publicservice, and it has theoretical and realistic significance for community preferably meet the needs ofmajority residents...
