Under the current situation, street agency management system has beencompletely out of touch with the real needs.Today many cities actively explore newstreet management reform model, such as “Anhui Tongling mode”,“GuangzhouLiwan mode”and“Shenzhen model”. As the Vanguard of National Change, Shenzhenneighborhood offices has been explore for street management reform mode in recentyears. On February9,2010, the Shenzhen civil affairs comprehensive implementationof the reform program was been announced, it is also clear that promote the grassrootsmanagement system is an important content of the plan, one of the most importantreform initiatives is reduce the level of management, integrated street workstationwith the community. Therefore, this paper choose Shenzhen Bao’an neighborhoodoffices as the main research object, through internal and external satisfaction surveys,analysis and evaluation Bao’an street management, then put forward concretesuggestions for deepening the reform of the management system of the Bao’anDistrict, strive to deepen the change and the attainment of the neighborhood offices inShenzhen harmony Baoan do something modest.This paper used the main literature method, the survey method and thecomparative method to the study of street management system. Empirical researchBao’an District, Shenzhen, we get the following conclusions: Firstly, There isdifference between neighborhood offices external satisfaction and internal satisfaction,internal expectations and internal satisfaction were higher than external; Secondly,most area residents and neighborhood office staff advocate through the way of expandthe functions of the sub-district offices to reform the management system; The last,Shenzhen Bao’an District neighborhood offices is facing the heavy task, Power andResponsibility and jurisdiction object complex three major problems, while beingaffected by poor communication, lack of resources, facilities behind and under thejurisdiction of the huge population, the internal and external factors.Then we propose that the Shenzhen Bao’an street management system reform wouldthrough integration of the street with the community workstations first, then re-establishthe functional areas as a transitional organization, virtual functions of the government,until the time is ripe, revoke the district-level administrative bodies and change thefunctional areas of management area, through the three reform steps, slowly and surely, toensure the success of the reform. In the reform process should also be securely staffingissues, and establish a tripartite linkage mechanism as soon as possible.
