Citizen Participation In Research Of Rural Grassroots Governance In Our Country

The problem of farmers has always been a main problem of China’s revolution andconstruction. Since entering the new century, The CPC Central Committee and the StateCouncil has introduced the Central Document No.1interested in three rural issues forten consecutive years.674.15million farmers live in rural areas in China，accounting for50.32%of the proportion of the national population. So to speak,without farmers’democracy,there is no democracy in China. Grassroots democracy in rural areas is animportant part of China’s socialist democratic politics.The level of peasants’ citizenparticipation determines the level of citizen participation in the entire country to a greatextent and affects the level of development of political civilization in China directly.Institution construction is the key to rural grassroots governance. To develop socialistdemocratic politics and building socialist political civilization, we must attachimportance to the construction and improvement of the institution of the rural grassrootscitizen participation. The Situation of peasants’ citizen participation can respond to thedevelopment path of democratic process and the degree of democratization in China insome sence.The villagers’ self-government is a rural grassroots democratic system of socialismwith Chinese characteristics and an effective way of rural governance. The main bodyof the villagers’ autonomy is all the rural residents and the organization is the villagerscommittee. The villagers’ committee is the grassroots mass self-governmentorganization to self-management, self-education and self-service and it implementsdemocratic elections, democratic decision-making, democratic management, democraticsupervision,which are both the basic content of villagers’ autonomy and the core of thevillagers’ autonomy.This article firstly defines the connotation of the citizen participation and thevillagers autonomy systemly and then introduces the main content of citizenparticipation in the governance of rural grassroots detailedly on the theoreticalfoundation of people’s sovereignty theory, civil society theory and deliberativedemocracy theory. Through analyzing the current reality of citizen participation, thispaper expounds the forms,characteristics,significances and the development trend ofcitizen participation in the rural grassroots governance. On this basis, this paperanalyzes the problems and reasons, mainly including the following three problems:participation system problems, the body of participation problems and the way ofparticipation problems and economic, political and cultural three reasons. Finally, inview of the problems and reasons, this paper presents four constructive suggestions and measures，including fostering the subject of participation, strengthening the systemconstruction, developing the rural economy and respecting the democracy andinnovation.Developing citizen’s direct participation in democracy at the grassroots level inrural areas is the forward direction to realize rural grassroots governance and the basicstarting point of the theory research. Objective comprehensive Understanding andresearch on citizen participation in rural grassroots governance and solving theirproblems and difficulties existing in the development is our current realistic subject andtheoretical subject that must be given great importance. Research on citizenparticipation problem in the perspective of rural grassroots governance has certainpractical necessity and theoretical frontier and provides a new way of thinking for theconstruction and innovation of rural citizens participation system.
