Research On The Issue Of Citizen Participation In Rural Governance In My Country

As the basic field of civic life,rural area is not only the most basic unit of social governance,but also the position closely related to the party and government and the people.According to the 19 th national congress of the communist party of China,an important part of the implementation of the strategy for revitalizing rural areas in the new era is to "strengthen basic work at the grassroots level in rural areas and improve the rural governance system that combines autonomy,rule of law and rule of virtue." At the 2018 central rural work conference,the government also stressed that "" a modern rural social governance system featuring party leadership,government responsibility,social coordination,public participation and rule of law should be established and improved,and a rural governance system that combines autonomy,rule of law and rule of virtue should be improved." " It points out the direction for rural revitalization,and the foundation of rural revitalization is effective rural governance,and the premise of effective governance is citizen participation.Although,many scholars have provided many countermeasures for expanding the civic participation in rural community governance or urban community governance;Countermeasures are mostly ideal,however,many problems still exist in the process of the development of the reality,especially for citizen participation is lack in the countryside,to analyze these problems,and on the basis of which the measure of operability,to improve citizen participation in the enthusiasm and initiative of rural governance,promote the rural governance effective,boost rural revitalization.Firstly,this paper starts from the research background of citizen participation in rural governance,analyzes its theoretical and practical significance,sorts out the research status of public and private participation in rural governance by domestic and foreign experts and scholars in recent years,and summarizes the advantages and references of existing literature research.To study a problem,should the problem involved have a clear understanding of core concepts,have to correct theoretical basis as the forerunner,so this paper analyzes the rural governance,civil participation and the three basic concepts,the villager autonomy and cooperative governance theory,citizen participation theory and social capital theory as the theoretical support of this paper,using literature research,case analysis and questionnaire survey.Secondly,it analyzes the fields and subjects of citizen participation in rural governance,and divides the fields of participation into five aspects: political affairs,economic affairs,political affairs,social affairs and ecological affairs.The subjects of citizenparticipation in rural governance are classified into four categories: township administrative organizations,village-level administrative organizations,rural social organizations,rural elites and ordinary villagers.Thirdly,it analyzes the practice and experience of citizen participation in rural governance,selects representative villages from three regions of east and west China,analyzes their specific practices,and summarizes the main achievements of citizen participation in rural governance.By analyzing the experience and results found that there are insufficient,mainly reflects in: citizen participation rights safeguard imperfect development,rural social organization itself is not mature,some limitations such as citizens to own existence,further probing into the cause of the citizen participation in rural governance problems,such as civil economic income level,master degree of citizen's political knowledge,and of the citizen's social status and so on.Finally,on the basis of analyzing the case villages and the causes of the problems,this paper proposes specific measures to expand citizen participation in rural governance in China: first,to optimize the functions of grassroots government;second,to promote the construction of rural social organizations;third,to build a participatory civic culture.The last part is the conclusion of this paper.Through the discussion of the whole paper,the author comes to the following conclusions: firstly,the government should moderately guide citizens to participate;Secondly,citizens should take the initiative to participate.Finally,civic participation in rural governance is a gradual process.Citizen participation in rural governance requires not only the guidance of the state and the support and help of rural social organizations,but also the efforts of citizens themselves to govern rural areas scientifically and effectively.Effective rural governance is the foundation of rural revitalization and the modernization of rural governance.
