With the deepening of the reform of government institutions, building a "service-oriented" government and government staff performance management is becoming a hot topic in today’s society Township civil servants as a grass-roots government staff, working in the first line, directly facing the masses of the people, closely related to work performance level and the vital interests of the masses of the people, and be reflected for the first time, the implementation of the service-oriented government can not do without opened the performance of civil servants of the township government. Scientific, rational and efficient civil service performance management is conducive to enhancing the performance of the work of the civil service, is conducive to the transformation of government functions.At present, China’s township government civil service performance management is far from perfect,the lack of scientific and systematic evaluation of all aspects of the moral character of the civil service, performance, ability, performance management is the result of the lack of impartiality, fairness.Guoli Town Government is carrying out the reform of ferformance management.In this context,, the author analyzes the problems existed in the the Guoli Town Government in the civil service performance management, and detailed analysis of the causes of the problem, and put forward countermeasures to improve civil service performance management of township government.This article contain five parts.The first part is the introduction, which focuses on background and significance of topics, review relevant research, ideas and structure of the proposed research, introduces the paper using the research method.The second part introduces performance, performance management, civil servants and their working characteristics,the principles of civil service performance and its assessment of the township government, township government civil service performance management and its characteristics, and the township government civil service performance management theory basis township government civil service performance management,questions about the concept for the paper, the analysis of the problem, to solve the problem to provide a theoretical basis and support.The third part introduces the practice and effectiveness of our township civil service performance management, taking Guoli Town Government Zibo City civil service performance management practice.The fourth port presents the current single performance evaluation of our township government civil service performance management, Performance evaluation is difficult to implement, performance feedback link is not perfect and other issues and problems generated cause analysis.The Fifth part is based on the combination of township government civil servants actual work, proposed the establishment of the integrated model of public satisfaction as the core value of the pursuit of performance management, performance appraisal indicators set should be comprehensive, the weight configured to be reasonable and other countermeasures.
