Research On The Primary—level To The National People’s Congress Election

The Primary—level to the National People’s Congress Election has made great achievements. However, it is undeniable that there are many problems in the primary—level to the National People’s Congress Election. In view of this, we study the electoral law and other legal texts and the basic situation of the the Primary—level to the National People’s Congress Election, we study the problems and the reasons of the Primary—level to the National People’s Congress Election.Finally proposed to further improve the Basic NPC election countermeasures. This part is a foreshadowing of this theory.Part III is the Problems of the Primary—level to the National People’s Congress Election, including six main areas:Equal election was challenged;The problems of election organizers;The mechanism of candidate’s is unfair;The election voters was passive because of the simple introduction of the candidate;The process of voting was not formal;The problems of Bribery.Part IV is reasons of the Problems of the Primary—level to the National People’s Congress Election, including five main areas:Standard system to improve the electoral law and the Primary—level to the National People’s Congress Election;Perfecting candidate generation process;The election organizers specification operating procedures the establishment of a neutral election organizations, and enhance its operational capacity;Respect the interests of the electorate, supervision of the NPC representatives perform their duty;Increasing democracy and the legal knowledge to improve the participation of grassroots awareness. This is the difficulty and novelty of the paper.
