With the rapid development of economy and society, the production safety issue is increasingly concerned by the society. Supervision plays a pivotal role in production safety, and catches more and more attention. The government pays a great attention to the safety issue, but the amount of accident keeps on a high level. The reason is the inappropriate primary production safety supervision mechanism. Since the founding of our country, production safety supervision mechanism has been built, developed and improved from nothing, and gradually formed a mode which is combined by government supervision, intermediary services, corporate responsibility, and public supervision. However, under the background of current economic restructuring and development, the economy grows rapidly, and the entire social structure or political system has changed. As the result, the original production safety supervision mechanism has lost the force of constraint. On the other hand, the new mechanism has not been set up completely. Primary production safety supervision departments, especially the street safety supervision departments, as the nerve endings of national production safety supervision network, have the largest amount, play the most direct role. And it is the most important part of the mechanism, and is the last regulatory barrier to protect production safety. In order to solve the issue of the current national production safety work, we should start at structuring the primary production safety supervision mechanism. The writer of this paper has been working in Linzi safety supervision department for many years, and is experienced in local production safety supervision environment, and has got a large number of research data on hand. This paper is guided by production safety and public management theory, and obtained the first-hand data through questionnaires and interviews, in order to analysis the issues in the primary production safety mechanism by the method with theory and pritice, and takes the Linzi production safety supervision mechanism for example. Besides this it gives the idea, the research processes and methods of writing the paper; In order to find out the key point and difficulty of the paper.Second part is the definition of related concepts and theoretical basis. It introduces the basic concepts of safety production supervision and production safety supervision mechanism. Meanwhile introduces the related production safety supervision mechanism theories, which including government control theory, internal and external theory, performance management theory, incentive theory, risk management and crisis management theory. It is the theoretical foundation of the discussion in this paper.Third part introduces the status of primary production safety supervision mechanism. It analysis the grim situation of grassroots production safety supervision. And take Linzi District for example to introduce the status quo of China’s grassroots safety production supervision, which including the basic status of regulatory subject and object.The fourth part analysis the problems and the reasons of our grassroots production safety supervision mechanism. These experiences have a precious reference value to our production safety supervision mechanism construction.The sixth part is the suggestions. Base on the actual situation of China’s grassroots safety production supervision, use the advanced experience of the Western developed countries, apply relevant theories, give suggestions to sort out the issues in our primary production safety supervision mechanism, such as changing the ideas and style of work of the leadership, legal construction, institution-building, team building, intermediary organizations, and fully implement the main responsibility of the enterprise.
