Innovative Research On System And Mechanism Of Grass-Root Level Administration Of Rural Area

The harmony and stability of grass-root level society is the status for each government to strive for and maintain. Grass-root level administration is becoming a hot political concept in the political sciences field recently and is the reflection of developing tendency of national democratic politics that has significant meaning to social development. With the further development of urban-rural integration, the traditional administration system and mechanism on grass-root level shows its disadvantages, which is not adaptable to the social development. Under this background, the main task of government administration is to deepen grass-root level government administration especially the administration in rural area, and strengthen the power construction and public service system construction in rural area.Tiangyang county of Guangxi takes reform of dealing with farmers'affairs, which refers to making the village to be the administrator to handle farmers' affairs, and it deepens the reform to create a new mode that aims at benefiting people and transforming government function which refers to the village and town organization reform. This paper takes Tianyang as the example and takes the measure of social investigation, case analysis, literature reading and comparative analysis to analyze the innovative exploration on the administration system and mechanism of grass-root level in rural area, which lays on the basis of theoretical analysis and investigation.First, the paper starts with the introduction of the background of grass-root level administration of rural area and the system construction to explore the new political power organization structure and public service system on grass-root level to adapt the need of village reform and development. And, the paper states the relevant concepts of grass-root level and points out the problems of current system and mechanism of grass-root level administration and gives the analysis on these problems, in addition, the paper makes references on both domestic and foreign practices on the administration of grass-root level. Second, the papers states the relevant contents of the working mode of Tianyang county and analyzes the working mode and its problem in order to reveal the factors that hinders the working mode development. Finally, the paper points out the system and mechanism innovation of grass-root level administration in rural area from four aspects, organization setting, talent construction, clearance on rights and responsibility and social organization participation, current administration mode has to be transformed from simple transitional reform to initiative and foresighted comprehensive reform and points out the related improving measures.
