Abstract/Summary:
In 2018,with the help of the eighth reform on the institutions of State Council,the administrative department for Industry and commerce,the food and drug administration,the quality and technology supervision department,the price supervision and inspection department,the intellectual property department,etc.have been integrated,and a comprehensive and unified market supervision and management department has been set up to fully perform various functions.After the integration of functions,the market supervision work is more in line with the needs of social development,and the regulatory efficiency has been significantly improved.After the Fourth Plenary Session of the 19 th Central Committee of the CPC,the state proposed to build a more scientific and efficient market supervision system,tighten market supervision,innovate the way of supervision,and further improve the regulatory effectiveness.According to the Fifth Plenary Session of the 19 th CPC Central Committee and the vision of the 14 th five year plan,it puts forward higher requirements for changing the concept of market supervision and improving the level of supervision.In the face of the new situation and new requirements,how to further play the role of institutional reform and improve the administrative efficiency is a major issue facing the market supervision departments at all levels.Taking the market supervision and management department of G county in Xinjiang Uygur Autonomous Region as the research object,this paper analyzes the current situation of administrative efficiency after the merger of the department by adopting the methods of literature research,questionnaire survey,field interview and case analysis.It is found that the problems existing in the administrative efficiency of this department mainly include: The function of market supervision center is weakened,the operation of the organization is not efficient enough,the internal management problems are prominent,the way of supervision is not effective enough,and the performance of cadres is poor.The reasons are as follows: The function positioning is deviated,lack of overall planning and optimization,the working mechanism is not perfect,Lack of modern informatization supervision methods,the cadres are incapable in performing their duties,lack of motivation.On the basis of the preliminary investigation and analysis,this paper puts forward targeted countermeasures and suggestions to improve the administrative efficiency of the market supervision and management department of G county,including: Clarify the positioning of the function,optimize and coordinate the internal organization,explore smart supervision and improve supervision efficiency,improve the way of supervision,strengthen the team building and improve the ability and motivation of cadres to perform their duties.
