Construction And Application Of Performance Evaluation Index System Of Urban Minimum Living Security System

The urban minimum living security system is a basic and core part of SocialAssistance, to provide people minimum subsistence allowance and encourage them toobtain employment. Currently there is no effective assessment mechanism to evaluateinput-output ratio of economical and social effects of urban minimum living securitysystem. Scientific performance assessment index can be a booster which can guide rightvalue for the system. As one of the most basic livelihood projects directly related topeople’s survival issues, multiple objectives will cause different value. In order to achievethe purpose of the evaluation, special techniques and methods are required in thequantitative and qualitative research. This paper is mainly based on previous research ontheory of system performance evaluation in urban minimum living security system, byusing normative, empirical research, build up performance evaluation index system andexpatiate empirical application on urban minimum living security system.This paper mainly includes five parts:The first chapter briefly explains the research background and significance of thistopic, introduces the connotation and evaluation criteria of system performance, have aoverview of current status on social assistance system and performance evaluation ofminimum living security system at home and abroad.Second chapter, on the basis of the social system goals which are put forward byNicholas Barr, targets of building up the evaluation index system of urban minimum livingsecurity system are summarized as efficiency, ensuring minimum standard of living, justicesystem, social integration and administrative feasibility. According to the special functiontargets of minimum living security system, propose guiding principles of building up the evaluation index system of performance of urban minimum living security system:systematic, unity of purpose, scientificalness, comparability, feasibility, as well ascombining of quantitative and qualitative research.The third chapter takes reference to previous study and implementation status ofcurrent performance evaluation on minimum living security system, build up urbanminimum living security system performance evaluation index system, including inputtargets and efficiency goals, as well as effect evaluation. The input targets include thefinancing and organization sub-index; the efficiency goals include protection level andstandardized management; the effect evaluation includes social satisfaction and socialincentives. The index system passed through the detection of reliability and validity.The fourth chapter determines the weights of index by AHP method. Firstly consultexperts’ opinion, merge the model of group decision-making on index weights intojudgment matrix, compute weight of each index scientifically.The fifth chapter takes Suzhou as a practical example to apply on the index system,and on the basis of the performance evaluation results of Suzhou, put forward somesuggestions on development and improvement of the urban minimum living securitysystem.The main purpose of this paper is to build up the performance evaluation indexsystem of urban minimum living security system, by taking the typical case of empiricaltesting, to provide a reference direction for the development and improvement of theminimum living security system. Especially in the time of strong demands on theintegration of urban and rural, development and improvement of the urban minimum livingsecurity system provides experience to rural, and paved the road to achieve the integrationof urban and rural system.
