Evaluation Of Operational Performance Of Rural Minimum Living Security System

The rural minimum living standard security system,as a basic means for targeted poverty reduction,narrows the gap between the rich and the poor in urban and rural areas,plays an important role in achieving the task of overall poverty alleviation,which promotes the safe and stable development of rural society.At present,our country cannot accurately locate the input-output ratio of all parties in the evaluation of operation performance of rural minimum living standard security system,and lack of a vane of reform in policy's improvement.Therefore,we urgently need a scientific and effective evaluation mechanism to directional measure whether the present goal is fulfilled during the operation of the system.There is a serious problem facing with the all levels of governments that how to evaluate the operating performance of the rural low insurance system,how to further enhance the efficiency of the financial support of the system and how to make the bottom function of the system be realized.Based on the research of scholars at home and abroad,this article elaborates on the background of China's rural minimum living security system assessment,including the establishment and improvement of China's rural minimum living standard security system,the current status of China's rural minimum living standard security system,and the main factors,which affect the rural minimum living standard security system in China.Then an empirical study of rural subsistence performance was conducted on the basis of theory.This study selects 31 provinces and regions in China as the research object,takes the period of 2007-2015 as the time axis,and combines the analytic hierarchy process with R-factor analysis methods to conduct an empirical study on the policy effects of China's rural minimum guarantees over the past ten years.Domestic scholars have established a index system including system design,system implementation,and system effectiveness,which systematically and comprehensively formulates the index weight in both subjective and objective terms.Analyze and evaluate the implementation status and problems of rural minimum living security policies in all provinces and regions,compare the indicators horizontally and vertically,and further analyze the advantages and disadvantages of the implementation of rural minimum livelihood security policies,to reach more accurate local poverty reduction policies.Ensure the effective input and output of rural minimum guarantee funds.Based on the methods of theoretical and empirical analysis,this paper constructs acomprehensive system of performance evaluation of the rural minimum living standard security system,which can examine its value orientation from the system design level,examine its operational utility from the perspective of system implementation,examine the residents' satisfaction from the system effect level,and obtain the targeted improvement measures and provide direction and advice for the reform and development of rural minimum-subsistence system in China.
