Aging is a silent revolution in the21st century facing humanity, what will have asignificant impact on global economic, social and cultural. When the developed countrieshave entered the test period of aging population,China is accelerating towards the agingpopulation society. At the same time, endowment Insurance become a heavy burden of thesociety, endowment insurance system debris, more and more “empty nesters”, agingproblem in rural areas has become increasingly prominent. We urgently need a viableeconomic support, social guarantee and environmental support to solve the problem ofaging. Xinjiang is in the opportunity of coping the aging of population, but in Xinjiangeconomic foundation is weak, region economy development is extremely uneven, and thepeople material life level is low, lack of spiritual life, make the social security systemestablishment and application is being challenged. In view of the special circumstances ofXinjiang, in order to maintain a comprehensive and sustainable rapid development ofeconomic and social, we must attach great importance to the development needs of olderpeople, to develop the elderly resources.This article obtains from the old human resources connotation and characteristics,based on the background of population aging in our country, the application of humanresources development and other related theory knowledge, analyzes the Xinjiang elderlypublic sector human resources development present situation, problems and their reasons.In this paper, in reference to successful experience in developed countries and someprovinces and cities in our country, after issuing elderly public sector human resourcesdevelopment in Xinjiang. Firstly, to increase the propaganda, improve public sector the oldlabor resource development in Xinjiang’s rational knowledge change ideas; Secondly, it iselderly talent human resources development policy laws and regulations, provide legalsafeguard for the elderly to participate in social economic development and variouspreferential policies; Thirdly, it is to try to develop elderly education to construct lifelongeducation system; Fourthly, is appropriate adjust the retirement system; Fifthly,is to build a modern social service system, make full use of the elderly human resource in the publicsector; Sixth,is actively using Xinjiang policy advantage. Subject to an ageing populationin Xinjiang at present characteristics and its change trend, forecasts the future developmenttrend, trying to population policy adjustment and policy options for the future provide aforward-looking, trend analysis, respectively from two aspects of economics and socialsecurity put forward countermeasures and Suggestions accordingly.
