21st century is the era of knowledge and economy. As a carrier of knowledge, talent has become a core element of social development. The public sector is the important organization in managing affairs of state and society. The public sector human resources have a direct impact on the quantity and quality of service levels and service efficiencies.My Government continues to accelerate the pace of reform. The trend of globalization has become more enhanced. In this situation, China should attach great importance to public sector human resource development, fully tap the potentiality of public officials, increase investment in education and training, extensively mobilize the enthusiasm and creativity of public officials, so as to provide top-quality and efficient public services. In this paper, the public sector human resource development as the research object, which involves the selection of public officials, employment, education, training, incentives, security, and other various elements, aiming at the situation and existing problems of public sector human resources development, we analyze this problems deeply and propose some corresponding measures and suggestions. Public sector human resource is a complex structural system. Its formation and development is a dynamic process of continue to decline, update and grow. This feature determines that the public sector human resource development requires a comprehensive and systematic form to achieve optimal results.Therefore, this article uses the method of administrative ecology, including public sector human resource development into the ecology of the organic system, to research public sector human resource development from the ecological perspective. At the same time, we analyze the environmental factors and mutual relations of public sector human resource development, and propose some effective measures in the basis of interaction between environmental factors, to build ecological mechanism of public sector human resource development. From the theoretical point of view, this paper try to do some theoretical exploration to improve public sector human resource development in China.
