Analysis On The Development Of Participatory Democracy In China From Perspective Of The System Of Democratic Discussion

More progress democracy makes, closer we are to the rule of law, the more citizen rights people enjoy. With rapid spread of democratical thoughts and more deeper understanding of democracy, citizens are more urgent to pursue democracy. As Carl Cohen pointed out in his book, On Democracy," democracy has become a most important political task. Although, there are some theories blocking the development of democracy in our country like:theory of national conditions; theory of risk of democracy; theory of citizen’s consciousness and so on. Idea of democracy has been widely implanted into people’s heart. Since2006,many political commentaries has appeared on newspapers and magazines.just like what Mr Liangqichao did one hundred years ago, these commentaries greatly influence Chinese people mind and enhance the freedom of speech. With the increasing political openness of the central party’s committee, not only dose the democratical thought exist in field of theoretical research,but also becomes a essential part of the socialism system with Chinese character.In order to establish the socialist democracy, bottom-up public participation is more important than governmental-led behavior from top to button. Citizen’s participation in political affairs and citizen’s decision on major social events are both the common character existing in different diversities of democracy like the democracy of all people participation in ancient Greece; the representative democracy established after bourgeois revolution, the deliberative democracy deriving from participatory democracy. There is a sham democracy without public participation. Being absent from citizen’s will.The process of policy-making of vital public social interests is dominated by say-so decision of government responsible persons. That’s the residual of absolutism that not only a violation against the fundamental political idea of "people are master"in our country, but also a betray of socialism. Since90s of last century, the participatory democracy has been rapidly spreading in China and causing much vibration in academia. The deepening theoretical research of participatory creating emerging innovations greatly promotes the theoretical structure of democratical system. At the moment, theory of participatory democracy has flown from ivory tower into the ordinary people. The participatory democracy has positively influence democratic practice activities in basic democratic political construction, such as:"democratic discussion"system in Wenling county Zhejiang province; the practice of urban governance with public participation in Zhengzhou city; the innovation of E-government with the public participation; the land planing of public investigation in Nanzhao county Henan province.To Chinese democratic politics, all these suggest new direction and broaden the new way.
