Rural governance is a very important problem in China’s modernization process, it not only related to the vital interests of the vast number of farmers, but also closely related to the stability and development of the country. Under the background of the Household-responsibility system has replaced the management system of People’s commune since Reform and Opening-up, the political system in rural area has undergone a significant change:In the past during the period of People’s commune, the governance model is top-down, and now it has been replaced by the Villager Autonomy System that ideological claim is democratic election, democratic decision-making, democratic management, democratic supervision. Rural governance is no longer the patent for minority, the Villager Autonomy System encourage more villagers to participate in public affairs which are closely related to them. It can be said that the villagers to participate in public affairs is not only the inherent requirement of the democratic politics, but also the essential connotation of Grass-roots autonomy system.With the development of the Grass-roots autonomy system practice, the improvement of rural community material conditions and villager’s level of education, the villager’s consciousness of power and obligation are increasing in many rural communities of China. The enthusiasm for participation in the governance of public affairs has also been improved. There is no denying that, however, villages participate in rural public affairs governance still exists some problems in some rural communities. The improvement of the political quality of villagers and the establishment and innovation of participation mechanism, and the implementation and improvement of relevant policies still faces many challenges. Therefore, the participation of rural multi-group, especially the marginal groups with reasonable, well-organized and institutionalized, is undoubtedly an effective way to realize the common governance and good governance of rural public affairs. According to the above background, this paper focuses on the rural public affairs governance, combined with the theory of participatory democracy, by using the concept of participation to explain the current situation of the management of rural public affairs in China, in order to promote the development and improvement of the Villager Autonomy System in China.In order to achieve the purpose of the study, this paper selected a village which is named ’L’ in Guan Di Miao, Dangshan, Anhui Province. Taking the village as an example, focus the study on the achievements and problems of this village in the management of public affairs, through the analysis of the reasons and sum up experience, to seek ways to optimize the governance performance of rural public affairs, and to take some suggestions on the operation of the Villager Autonomy System in rural areas. This paper mainly adopts the form of questionnaire and on-site interview, and carries on the on-the-spot investigation and research to the village’L’. Through sorting and analyzing of the collected data, to provide an empirical reference for the research of this paper.This paper is divided into four parts. The first part is including the research background, significance and research situation of this thesis in domestic and foreign. The second part is the concept analysis of participatory democracy and public affairs management, and indicating the participation group of governance of China’s rural public affairs. The third part is taking the village ’L’ as an example to explain the actual situation of this village’s public affairs management through the field study, meanwhile, to analyze and summarize common problems of the process of participate in rural public affairs governance and analyze the reasons. The fourth part tries to explore ways to improve performance of rural public affairs governance in the process of promoting the participation of the villagers.The participatory democracy theory mentioned in this paper is one of the important fields of the study of democratic politics in China in recent years. From the perspective of participatory democracy, through the view of the participate of villagers to explore and analysis of current situation of the rural public affairs governance in China, and to put forward the relevant development countermeasures, which will undoubtedly have a very positive significance for the development and improvement of the Villager Autonomy System in China. China is now in the process of building a well-off society in an all-round way, the most difficult and the most arduous task is in the rural areas. It is the most important not only to strengthen the leadership of the grassroots party organizations, but also to make the majority of villagers and rural social organizations to participate in the rural public affairs in order to promote the development and governance in rural areas, which is also the inevitable requirement of construction the Grass-roots autonomy system in our country.
